Neighborhood Investments., Develop an investment strategy <br />to support neighborhoods <br />OBJECTIVE: Explore ways the City can "invest" in its <br />neighborhoods to enhance their physical appearance <br />ANION ITEM #11: Determine the targeted neighborhoods that may be transitioning <br />and develop pertinent strategies and a CIP plan for the neighborhoods. <br />4th Quarter Procgre s <br />Reorganization of the Community Development Department in conjunction with adoption <br />of the FYI 1-12 Budget created a new Development Services Division. This Division <br />includes Planning, Zoning, Code Compliance, Building and Business Tax Receipts <br />Sections. The Development Services Manager (former Chief Planner) oversees the <br />Division. Other departmental functions include redevelopment and economic <br />development which are under the purview of the Community Development Director. <br />Code Compliance activities focused on Neighborhood revitalization. To this end, the <br />following actions were taken: <br />• A brochure entitled 10 Most Common <br />.. The brochure has t Io�o ro ' <br />been provided to water utilities to be <br />distributed to all new water customers. d d = t <br />• The City entered into a contract with Larry <br />r, - f> <br />Kosto, PA, to pursue collections of outstanding y a•z�ni <br />liens and fines due to code enforcement �t ° <br />'S Nxctuu l U S ��� � <br />u <br />orders. a , <br />• The City Manager was authorized by the City -ia w L F <br />Commission to approve lien waiver /reductions z <br />to facilitate sales of foreclosed homes. <br />o A proposed amnesty program for code 4 R <3 ° y K , « <4 �,nA o v; ' <br />enforcement liens was reviewed by staff and rd a n r <br />determined that it would be ineffective based <br />on information from communities that had implemented it. <br />• Concentrated efforts were placed on targeted long -term violators to pursue <br />resolution of their violation(s). <br />• The property at 1104 Timberlane Trail was purchased by the City and demolished. <br />• The property at 71 Winter Park Drive was cited for fill without a permit. The permit <br />was not obtained as required and the case is scheduled for the November Code <br />Enforcement Board meeting. An order to abate the property is being requested. If <br />the Board provides the order, the City will remove the piles of clay from the property <br />shortly after the meeting. <br />• The property at 317 Sunset Drive was cited and an order placed on the property for <br />failure to obtain a new building permit. The owner was notified that a new permit <br />must be obtained by September 27th or the City will proceed with demolition. The <br />permit was not obtained by the property owner and staff will be recommending <br />demolition of the structure. <br />
