►C <br />FIRd <br />Transportation Infrastructure Grant <br />which would assist with <br />transportation /transit - related <br />neighborhood improvements through- <br />out the City. <br />Efforts continued in working with the <br />architectural firm ACi to create a new <br />vision for the City Center property that <br />would be based on the concept of <br />creating a village -like place which will <br />be economically feasible to develop in <br />the current economic market. A draft <br />concept drawing is currently being <br />vetted. The next phase will be to <br />incorporate input to the current version <br />and begin to perfect the economic model. <br />Staff continued work regarding concepts and <br />and the City Center property. <br />drainage for the City -owned industrial lots <br />After intense work to complete a detailed Contract for Sale and Development Agreement <br />with Robbins Development Partners, the developer pulled out of the deal on June 7 th <br />The developer cited the terms of the agreement, and that the costs of construction <br />(including the parking structure) could not be supported by the project's revenue stream <br />as primary reasons for their withdrawal. Staff has moved on to consider other proposals <br />on the property. <br />> New discussions have been opened with Alliant Partners LLC in conjunction with the <br />Shopping Center Group. Plans are currently being drawn up to provide for a retail center <br />anchored by a new Publix, supported by several outparcel restaurant locations and <br />providing for stormwater and surface parking. Additionally, staff is working with the <br />architectural firm, ACI, relating to the economics of developing this site and others. <br />Staff continues work regarding concepts and drainage for the City Center property as well <br />as City -owned industrial lots. <br />Work continued with LYNX and the City of Altamonte Springs regarding potential <br />connections for Commuter Rail. <br />A Staff submitted an application to the MetroPlan Orlando Bicycle and Pedestrian Advisory <br />Committee to provide $300,000 in funding for the Lake Concord boardwalk/Sunset Drive <br />sidewalk connection as well as $300,000 in funding for bicycle and pedestrian <br />improvements on the portion of Southcot Drive between South Triplet Lake Drive and <br />Sunset Drive. <br />A Completion of the first year of the 3 -year non - matching $400,000 Brownfield grant <br />program is approaching. At this point, Environmental Phase I Assessments have been <br />completed on the Target outparcels site, the City Center property, and the Lake Concord <br />property. Approval to perform Phase II work for all of these properties to determine the <br />extent of any contaminants that may be on site has been requested. The U.S. EPA has <br />given the "green light" for the Target outparcels site and the City is awaiting word on the <br />City Center and Lake Concord properties. In addition, a request has been made to the <br />US EPA to utilize some of the funds for required Florida Department of Environmental <br />Protection reporting on the Police building property. <br />
