CASSELBERRY CITY COMMISSION <br />Minutes of November 14, 2011— Regular Meeting <br />Page 3 of 23 <br />A. Casselberry Water Reclamation Facility Biosolids Handling <br />Water Resources Manager Alan Ambler gave a presentation describing four options that were evaluated for <br />handling of the City's Water Reclamation Facility biosolids. He gave an overview of the existing biosolids <br />handling procedures and existing cost trends, in addition to explaining some recent changes in biosolid <br />disposal regulations. Mr. Ambler explained that the four options evaluated were as follows: <br />Option 1: Continue to contract for biosolids hauling services. Optimize existing operation by installing <br />additional sludge holding tank to increase WRF capacity to stabilize biosolids; <br />Option 2: Send biosolids to MaxWest Gasification System in Sanford, Florida; <br />Option 3: Dewatering and landfill disposal; and <br />Option 4: Send biosolids through existing force main transmission network to City of Orlando's Iron Bridge <br />Facility. <br />Mr. Ambler further explained that it was difficult to predict future costs due to the variability of fuel costs for <br />hauling, and possible increases in permitting costs, etc. However, he stated that the determination was made to <br />implement Option 4, which would result in a reduction in the cost of handling the City's biosolids from the <br />current cost of $143 per 1,000 gallons to approximately $8.39 per 1,000 gallons, not including a required <br />capital investment of approximately $100,000 for additional pumping and piping requirements. A copy of the <br />PowerPoint presentation is attached to and made a part of these minutes. <br />7. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individual came forward: <br />Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns about the collection of ad valorem <br />taxes, stating his belief that the inability of people to pay their ad valorem taxes greatly influenced the <br />rate of foreclosures. He stated he felt that ad valorem taxes should be replaced with a service tax. <br />Vice Mayor Miller inquired whether it would be appropriate for anyone wanting to comment on Item 12B to <br />do so at this time. Mayor Glancy advised that since it was an actual agenda item, anyone who wished to <br />comment on it could do so at that time during audience participation. <br />No one else came forward. <br />
