CASSELBERRY CITY COMMISSION <br />Minutes of December 10, 2012 — Regular Meeting <br />Page 9 of 19 <br />MOTION: Commissioner Hufford moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 — 0. <br />A. Second Reading of Ordinance 12 -1384 — Amendment to ULDR Section 3 -10.9 — <br />Parking of recreational equipment in residential districts <br />The City Clerk read Ordinance 12 -1384 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; AMENDING THE CITY OF <br />CASSELBERRY CODE OF ORDINANCES, PART III, SEC. 3 -10.9, "PARKING OF VEHICLES IN <br />RESIDENTIAL DISTRICTS ", TO PROVIDE CLARIFICATION OF THE FREQUENCY TO <br />WHICH RECREATIONAL EQUIPMENT MAY PARK OVERNIGHT WITHIN RESIDENTIAL <br />DISTRICTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 12 -13 84 was published in the <br />Orlando Sentinel on November 29, 2012. <br />Staff Presentation: Sandra Smith, Interim Community Development Director gave a brief overview of the <br />item, stating that the ordinance provided for a slight change to the language within this section of the Code that <br />addresses the frequency of the overnight parking so that it cannot occur on a continual night -to -night basis. <br />She added that staff is requesting that the Commission approve the ordinance on second reading. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />adoption of Ordinance 12 -1384. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 12 -1384. The following <br />individual came forward: <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 12 -1384, stating his <br />belief that residents should not be told what they may have in their own yards. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 12 -1384. <br />MOTION: Vice Mayor Solomon moved to adopt Ordinance 12 -1384 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Discussion: Commissioner Hufford clarified for the record that parking of recreational vehicles was allowed <br />in the neighborhoods and the ordinance was simply stating that those vehicles could only stay outside of the <br />
