Commissioner Hufford expressed that she felt it was the Commission's responsibility under <br />the Charter to appoint someone and she would prefer that someone be appointed who had some experience <br />with serving on boards and who had some knowledge of government. She added that she would be willing for <br />the Commission to go ahead and make an appointment at tonight's meeting. Commissioner Aramendia stated <br />he also felt it was important to make an appointment as quickly as possible in light of the upcoming projects. <br />He suggested the Commission should be prepared to make the appointment at the next Commission meeting. <br />Mayor Glancy stated she felt strongly that an appointment should not be made without hearing citizen input. <br />She added that she felt the community needed to receive notification about the vacancy, as there may be <br />qualified people who would be interested. She further added that since this would be the second appointment <br />in recent months and those two appointments would comprise 40% of the vote from the dais, she felt it was <br />very important to take some time to formulate a process and make the selection a fair process that would be <br />acceptable to both the Commission and the community. Both Commissioner Hufford and Mayor Glancy <br />reiterated that a decision could not actually be made tonight because the vacancy was not official, and that what <br />could be discussed would be the process the Commission would follow in order to make the appointment. <br />Commissioner Hufford suggested she would like to look at applications and be ready to make a decision in two <br />weeks, at which time citizens could also be present and make their comments. She added that she felt this <br />would be a fair process and that would be her recommendation. <br />Vice Mayor Solomon stated that the Commission had an enormous responsibility to make an appointment and <br />she felt they should exercise that responsibility. She stated she thought Commissioner Miller had indicated a <br />willingness to change the effective date of his resignation. Commissioner Miller responded that he was <br />amenable to whatever was in the best interests of the community and if the Commission preferred an earlier <br />date, he would change it. He added that the date he had chosen was what he had discussed with the City <br />Attorney and they had determined it would give the most flexibility. <br />Ms. Reischmann cautioned the Commission that not only should they not vote to fill the vacancy, but they <br />should also not vote on a process to fill the vacancy because the vacancy did not yet exist. She stated that <br />although it may appear logical to decide on a process, they should not do so until there was an actual vacancy <br />on the Commission. She added that she wanted to ensure things were done correctly so the process would not <br />be challenged. She further added that Commissioner Miller was obviously free to make his resignation <br />effective on any date he desired. <br />Discussion: Discussion continued regarding possible effective dates for Commissioner Miller's resignation <br />and the timing of the subsequent appointment in order to comply with the Charter's 30 -day and second regular <br />meeting requirements. Mayor Glancy also felt that a process should be developed and there should be time <br />allowed for input from the community. <br />Commissioner Miller announced that he would make his resignation effective tonight, February 25, 2013 at <br />8;15 p.m. and would finalize his resignation letter with the City Clerk. <br />Discussion: Discussion ensued about formulation of a fair process for the appointment of a replacement to <br />Commissioner Miller's vacant seat, including the possibility of an application and interview process, and <br />providing for community input. <br />
