Seminole County Redevelopment Planning AgencReport — Vice Mayor Solomon
Reported that the next meeting is scheduled for February 18, 2013. He stated this would start discussions on what to build into the framework for a
development agreement, and that Ms. Reischmann had already begun working on that process. He
suggested it would be helpful for staff to have one of the Commissioners participate in the process and
suggested that Commissioner Aramendia would be very helpful in this role.
CONSENSUS: The Commission agreed by consensus to select Commissioner Aramendia to
participate in discussions with the developers regarding the development agreement
for City Center.
• Distributed a litigation update to the Commission, briefly touching on the golf course's litigation
seeking to eliminate the City's forfeiture rights, but not the actual restrictions. She advised she had
filed a Motion to Dismiss and would have additional updates on this and a couple of other items at the
next meeting.
• Advised that The Florida Supreme Court had issued an opinion on the 3% pension contribution
finding that it did not impair existing contract rights or effect a taking.
• Gave a brief overview of a pending Sunshine Law case involving Martin County.
• Advised that a court had struck down Sarasota's ban on smoking on the beaches, noting that this
preemption to the State was an ongoing issue for all the cities and counties. She stated that the
Commission had discussed in the past the possibility of a resolution asking the Legislature to allow for
local control and she was just raising it again in case there's an interest.
Advised that the annual Board Appreciation Dinner has been scheduled for Thursday, April 25, 2013 at 7:00
p.m. at the Deer Run Country Club, and requested everyone to save the date.
