CASSELBGRRY CITY COMMISSION <br />Minutes of January 28, 2013 — Regular Meeting <br />Page 11 of 18 <br />and commitment to the community. He added that the resolution required that one member of the Task Force <br />be a member of the Commission and serve as Chair, and the person selected was Commissioner Anthony <br />Aramendia. Mr. Dudgeon thanked the members of the Task Force for their contributions, and also recognized <br />contributions made by Casselberry citizens, Seminole Habitat for Humanity and the Orlando Neighborhood <br />Improvement Corporation. <br />Mr. Dudgeon advised that at each of the meetings from June to December of2012 the cost and effectiveness of <br />various potential initiatives to improve the City's housing stock were discussed using the guiding principles <br />which were established for the Task Force, and these options were measured against thirteen (13) policies <br />developed by the Task Force. He noted that these policies were shown on the Policy Matrix which was a part <br />of the packet for this item. Mr. Dudgeon then gave a brief synopsis of the Report, including the evaluation <br />methods and findings of the Task Force which resulted in the following recommendations: <br />1. Consider financially supporting and developing a nonprofit organization that promotes <br />housing improvements; <br />2. Develop partnerships with local housing organizations; <br />3. Invest in public amenity projects such as street art, gateway markers, and/or beautification <br />efforts; <br />4. Formulate an acquisition strategy for blighted residential properties; <br />5. Consider a financial incentive for home improvement projects; and <br />6. Develop a community visioning strategy for the future. <br />Mr. Dudgeon stated that staff was looking forward to discussing the details of the recommendations with the <br />Commission at a future workshop. <br />Commissioner Aramendia also called attention to the Policy Matrix, stating that the Task Force had looked at <br />each of these items in detail, and these would be discussed with the Commission at a future workshop or reheat <br />as part of the strategic visioning process for the future of the community. He noted that some of the items are <br />things that can be done now, and some can be started now, but the benefits would be realized in the years to <br />come. He also commended staff, the Task Force members, and the citizens for their involvement in this <br />project. <br />Mayor Glancy reminded the Commission that the purpose of the presentation tonight was for the Cominission <br />to accept the report fi•om the Task Force, but any detailed questions or discussion should be held for the future <br />workshop. <br />Mayor Glancy, Commissioners Miller and Hufford and Vice Mayor Solomon all added their thanks to the <br />citizens, the Task Force Members and staff who were involved in putting these recommendations together, and <br />to Commissioner Aramendia for acting as Chair. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />acceptance of the Casselberry Housing Task Force White Paper Report. <br />
