CASSELBERRY CITY COMMISSION <br />Minutes of January 28, 2013 — Regular Meeting <br />Page 10 of 18 <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />adoption of Ordinance 12-1385 on second reading. <br />Public Hearing: The following individual(s) came forward to address Ordinance 12-1385: <br />Mr. James Fraleigh, 23 Theresa Court, spoke in opposition to Ordinance 12-1385, stating he <br />felt these businesses should be allowed in the City in order to generate taxes and reduce the <br />burden on the citizens. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 12-1385. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 12-1385 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Discussion: Commissioner Miller clarified for the record that the types of establishments addressed by this <br />ordinance were not children's video arcades, but were businesses where gambling and gaming took place and <br />you had to be over the age of 18 to enter. Commissioner Hufford added that these types of businesses preyed <br />on lower income citizens and this ordinance was an effort to protect the community from that. Vice Mayor <br />Solomon stated that Mr. Fraleigh routinely comments on the public record and for those who are interested, <br />there is a lot about Mr. Fraleigh on the public record, including the website Mugshots.com. Mayor Glancy <br />added that she appreciated the comments that Commissioners Miller and Hufford shared, and noted that the <br />ordinance was for the purpose of protecting the community from the effects of gambling. <br />Motion carried unanimously by voice vote 5-0. <br />No items were scheduled for consideration on this agenda. <br />No items were scheduled for consideration on this agenda. <br />12. OTHER ITEMS <br />A. Casselberry Housing Task Force White Paper Report <br />Staff Presentation: Kyle Dudgeon, Planner, gave a brief overview of the item, explaining that the Casselberry <br />Housing Task Force White Paper Report was being brought to the Commission for consideration and <br />acceptance. He stated that this report was a part of and completed the tasks set out by Resolution 12-2360 <br />which was approved in April of 2012. He explained that the intent of the resolution was to convene a body of <br />invested community members who were concerned about the City's residential neighborhoods. He further <br />explained that on June 11, 2012 the Commission had appointed ten (10) members based on their experience <br />
