(4) Provisions for open discussion at all meetings. <br />(5) Total communication programs. <br />(6) Informational services and exchanges. <br />(7) Reasonable consideration of and response to public input, <br />(b) The Gity Commission shall appoint the members of the Gitizens Advis-ery Gemmittee, <br />Sec. 66.31. - Authority and duties of City Commission. <br />The City Commission shall have the final authority to adopt or reject any and all comprehensive land plans developed by <br />the City Planning and Zoning Commission and shall not be legislatively bound by the advisory recommendations of the <br />City Planning and Zoning Commission. The City Commission shall assist the City Local Planning Agency in the <br />development of any comprehensive land planning program for the City. <br />Sec. 66 -32. - Consolidation with other agencies. <br />The City may, at its discretion and under such terms and conditions as shall appear legislatively sound and reasonable, <br />consolidate the City Local tapA Planning Agency with some other planning agency in the county as is capable in the <br />opinion of the City, <br />SECTION 3. Chapter 66, "Planning and Development', Article III, "Planning and Zoning Commission ", of <br />the Code of Ordinances, of the City of Casselberry, Florida is hereby repealed in its entirety and replaced as follows: <br />ARTICLE III. - PLANNING AND ZONING COMMISSION <br />Sec. 66 -56. - Established. <br />Sec. 66 -57 - Powers and duties. <br />Sec. 66 -58. - Zoning amendments. <br />Sec. 66.56. - Established. <br />There is established a board of the City to be known as the City Planning and Zoning Commission. The membership. <br />operation and duties of the Planning and Zoning Commission are provided in Part III, Unified Land Developme <br />Regulations, Section 1 -2.6. "Planning and Zoning Commission designated ". All meetings of the Planning and Zoning <br />Commission shall be public meetings and Commission records shall be public records <br />Sec. 66 -57. - Powers and duties. <br />a) The functions powers and duties of the Planning and Zoning Commission shall be as follows: <br />(1) To acquire and maintain in current form any basic planning and zoning information that is necessary for an <br />understanding of past trends, present conditions and forces at work to cause changes in these areas <br />2) To prepare and keep current a comprehensive plan for meeting present requirements and any future needs tha <br />may be foreseen. <br />3) To establish principles and policies for guiding action affecting development in the City and its environs <br />(4) To prepare and recommend ordinances, regulations and other proposals promoting orderly development along <br />Ines indicated as desirable by the comprehensive plan. <br />5) To determine whether specific proposed developments conform to the principles and requirements of the <br />comprehensive plan. <br />6) To authorize upon appeal in specific cases any variance from the terms of the Unified Land Development <br />Regulations that will not be contrary to the Dublic interest where, owing to special conditions, a literal <br />enforcement of the provisions of this Code would result in unnecessary hardship.
