(7) Reasonable consideration of and response to public input, (b) The Gity Commission shall appoint the members of the Gitizens Advis-ery Gemmittee, Sec. 66.31. - Authority and duties of City Commission. The City Commission shall have the final authority to adopt or reject any and all comprehensive land plans developed by the City Planning and Zoning Commission and shall not be legislatively bound by the advisory recommendations of the City Planning and Zoning Commission. The City Commission shall assist the City Local Planning Agency in the development of any comprehensive land planning program for the City. Sec. 66 -32. - Consolidation with other agencies. The City may, at its discretion and under such terms and conditions as shall appear legislatively sound and reasonable, consolidate the City Local tapA Planning Agency with some other planning agency in the county as is capable in the opinion of the City, SECTION 3. Chapter 66, "Planning and Development', Article III, "Planning and Zoning Commission ", of the Code of Ordinances, of the City of Casselberry, Florida is hereby repealed in its entirety and replaced as follows: ARTICLE III. - PLANNING AND ZONING COMMISSION Sec. 66 -56. - Established. Sec. 66 -57 - Powers and duties. Sec. 66 -58. - Zoning amendments. Sec. 66.56. - Established. There is established a board of the City to be known as the City Planning and Zoning Commission. The membership. operation and duties of the Planning and Zoning Commission are provided in Part III, Unified Land Developme Regulations, Section 1 -2.6. "Planning and Zoning Commission designated ". All meetings of the Planning and Zoning Commission shall be public meetings and Commission records shall be public records Sec. 66 -57. - Powers and duties. a) The functions powers and duties of the Planning and Zoning Commission shall be as follows: (1) To acquire and maintain in current form any basic planning and zoning information that is necessary for an understanding of past trends, present conditions and forces at work to cause changes in these areas 2) To prepare and keep current a comprehensive plan for meeting present requirements and any future needs tha may be foreseen. 3) To establish principles and policies for guiding action affecting development in the City and its environs (4) To prepare and recommend ordinances, regulations and other proposals promoting orderly development along Ines indicated as desirable by the comprehensive plan. 5) To determine whether specific proposed developments conform to the principles and requirements of the comprehensive plan. 6) To authorize upon appeal in specific cases any variance from the terms of the Unified Land Development Regulations that will not be contrary to the Dublic interest where, owing to special conditions, a literal enforcement of the provisions of this Code would result in unnecessary hardship.
