CASSELBERRY CITY COMMISSION <br />Minutes of June 25, 2012 — Regular Meeting <br />Page 8 of 14 <br />Staff Presentation: Sandra Smith, Development Services Manager, stated Ordinance 12 -1373 provides for <br />amendments to various portions of the City Unified Land Development regulations section 2 -7.26 regarding <br />the Seminola Boulevard Overlay District to enable the development of a new residential development type, a <br />Garden Home, on Tract G of the Legacy Park Planned Development. She explained that a Garden Home is a <br />single family home to be placed on a smaller lot size than the criteria that are already provided as design <br />criteria for this particular Planned Development. <br />Ms. Smith explained that two actions are required to support the new single family housing type within the <br />Legacy Park Planned Development: 1) amend the Code to create a new housing type; and 2) amend the <br />Legacy Park Planned Development to assign that housing type to Tract G. <br />Ms. Smith advised that the Planning and Zoning Commission voted to recommend approval of the Ordinance <br />at its May 9, 2012 meeting by a vote of 5 -1. <br />Discussion : A lengthy discussion ensued regarding various concerns of the Commission, including design <br />criteria for the project; the value of the garden home product; the impact of the project on adjacent property <br />values; parking; low density residential criteria. Ms. Smith confirmed that these design criteria would only <br />apply to the Seminola Boulevard Overlay District, and would not be allowed in any other area. <br />Mr. James Johnston, Shutts & Bowen, 300 S Orange Avenue, representing Pulte Homes, addressed some of <br />the concerns from the Commission regarding lot size, price point and impact to property values in adjacent <br />areas. He explained that the proposed single family homes would have a higher price point and would be a <br />better value than the townhomes for which the site was currently approved. He stated that the intended <br />demographic for this community would be young families, and that this was a high quality product which <br />would meet that need. <br />There was additional lengthy discussion, during which Mr. Johnston addressed issues related to parking, curbs, <br />entry features, square footage, tree canopy requirements, retention areas and floor plans. <br />Mr. Tom Daly, Daly Design Group, 2301 Lucien Way, Suite 405, provided additional information to the <br />Commission regarding these issues. He also explained that the single family homes would sell better than <br />townhomes, and were less likely to become rentals. He explained that the new garden home development <br />would be a part of Legacy Park, and the features such as brick walls, landscaping and entry features would tie <br />the two communities together. He added that most of the concerns the Commission had expressed would be <br />addressed in great detail during the planning stage. <br />Audience Input: <br />1. Ms. Lillian Casselberry, 171 Quail Pond Circle, advised that she represented Casselberry <br />Investment Properties which owned the property just to the west of the proposed garden home <br />project. She expressed concerns about requirements for development of that site, and <br />suggested there may be a possibility of working with Pulte Homes in some way to <br />accommodate a more design - friendly site for the new development. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the lengthy <br />attachments for this item, suggesting approval should be based on a summary in order to <br />avoid confusion. <br />
