Community Redevelopment Agency
March 22, 2012
Mr. Newlon stated that the City Commission declined to approve the ACI contract and tabled the item. Mr. Newlon
said it has been sent back to staff to discuss the development of the property. He said staff has met with developers
that are interested in the property. He said a workshop is planned for March 29, 2012 at 6:00 p.m. in the
Commission Chambers. He said the goal of the workshop is to obtain a consensus on several loose visioning
questions so that staff will have information to take back to the developers interested in developing the site. Mr.
Newlon said that he didn't think that the City Commission wanted a "big box" for the site but to develop a project that
would allow shared parking to support the City events. He felt that the City Commission wants to develop the site to
achieve the maximum taxable value for the site. Mr. Newlon said the City Commission needs to determine the level
of support the City would provide for the development of the site. He said the City Commission may redirect the CRA
money along the corridor for other matters such as property assembly to clear blight which is more fundamental to
the CRA's mission.
Mr. Martin stated that Ms, Lipscomb's vision focused on the 15 acres. He said staff was reexamining the
vision to include Lake Concord Park and the city properties up to the Lake Concord site. He said staff was
approached by the owners of the Black's Automotive site to reexamine the purchase of their site. Mr. Martin stated
there are discussions regarding the acquisition of the site and that would be an item that would be presented to the
CRA for consideration in terms of the acquisition price. Mr. Newlon said the acquisition of the Black's Automotive site
would create a large contiguous stretch of land from Home Depot to the United Methodist Church which would
present a more expanded opportunity for redevelopment. He said it may include the Police Department building
which would result in relocating the Police Department.
Mr. Newlon encouraged the CRA Board members to attend the March 29, 2012 City Commission
Workshop. Mr. Newlon said that potential developers have been invited to attend the workshop.
In response to the Board's question regarding scheduling a joint meeting with the City Commission and the
CRA meeting prior to the March 29, 2012 City Commission workshop, Mr. Newlon said that the workshop is to obtain
a consensus from the City Commission for the vision for the development of the 15 acres,
