Community Redevelopment Agency <br />March 22, 2012 <br />Page 5 of 6 <br />A general discussion ensued regarding the development of the City owned land, the use of a professional <br />intermediary to express the City's vision, recruitment of developers that would be best for the City, funding of the <br />State Road 436/US Highway 17/92 flyover project and extending the CRA's term. <br />Grassy Lake Property <br />Ms. Pamela Lynch, Economic Development Coordinator, said staff has had some recent discussions with <br />Mr. Walter Judge, owner of the Grassy Lake parcel, regarding redeveloping his site. A general discussion ensued <br />regarding the City's responsibility to provide sewer for the site and the required easements. Mr. Mark Gisclar, Public <br />Works Director, stated that staff has met with Mr. Judge and offered to provide the sewer and a lift station but the <br />easements are required to complete the work. He said that the City wants Mr. Judge to redesign the building and <br />actually construct the building. Mr. Gisclar said that Mr. Judge would provide the entire design, legal descriptions <br />and sketches for each easement, He said the City would obtain the easement from Florida Department of <br />Transportation and Ms, Lynch is working with Entenmann's regarding that easement and the last easement is from <br />Mr. Judge, Mr. Gisclar said the City would start construction at the same time Mr. Judge begins his construction of <br />the building. <br />A general discussion ensued regarding the $30,000 incentive grant from the CRA for the Grassy Lake <br />project and adding an expiration date to the incentive grant. <br />Mr. McGregor made a motion that effective March 22, 2012 a 90 day expiration date would be added to Mr. <br />Judge's CRA incentive grant for submittal of plans and construction to begin in 6 months. Mr. Daigle seconded the <br />motion. It was decided that Mr. Judge should meet with Mr. Martin to discuss any issues with the time frame. The <br />motion passed unanimously by voice vote. <br />Target Outparcels <br />Ms. Pamela Lynch, Economic Development Coordinator, said the store count numbers for Chase Bank are <br />down from last year and they must show that this location is an ideal location for a branch office, Ms, Lynch <br />explained that the contract is written specifically for a national bank usage and a change in use would require <br />approval from the CRA. <br />20102011 Annual Report <br />
