Community Redevelopment Agency
March 22, 2012
City has applied for aclean-up grant and the City should be notified in the spring if the City received the grant
funding. She said the maximum grant allowed for clean-up is $200,000 per site. Ms. Lynch said there is another
grant available with the Florida Department of Environmental Protection which allows them to pay 75% of costs up to
$400,000 which would help subsidize the clean-up.
In response to the Board's concern regarding identifying properties in the Community Redevelopment
District (CRD) before the expiration of the Brownfield Grant, Ms, Lynch said additional assessments are in the
process of being scheduled and staff will continue to go along the corridor to assess properties. A brief discussion
ensued regarding what is involved in assessing properties for the Brownfield Grant Program.
Eighth Item of Business: Director's Report
a. Target ®utparcels
d. 2010-2011 Annual Report
Update on City Center property
Mr. Randy Newlon, Interim City Manager, said in mid-January a joint meeting was held with the City
Commission and the Community Redevelopment Agency which was predicated on earlier one on one discussions
with the CRA members and the City Commissioners that were organized by the City Manager. He said that Ms.
Lipscomb had taken a vision for the 15 acre site that she felt was a fair representation of what the City
Commissioners were looking to get out of the property. Mr. Newlon said Ms. Lipscomb engaged a company called
ACI to put that vision into a more visual form and to explain it to the CRA members and the City Commission. Mr,
Newlon said it was a very interesting and beautiful vision for that property. He said at the joint meeting in January, it
was decided that would be something the City could work towards. Mr. Newlon said a few weeks later the City
Commission and the City Manager parted ways. He said at the next regular City Commission meeting the ACI
contract was presented to the City Commission to move forward. He said that the City Commission had abruptly had
a change of heart. Mr, Newlon thought that the City Commission reflected on the concepts that were presented to
them and begin to have second thoughts. He said a lot of emphasis was spent on creating a sense of place which
was a very expensive proposition and would have consumed much of the CRA's resources to achieve. Mr. Newlon
thought that was a big reservation on the part of the Commission as to that being the best use of the CRA funding.
