A <br />general discussion ensued regarding the HUD Challenge Grant and the golf course. The motion passed with a <br />majority vote. Mr. McGregor and Mr. Ritchie casting the dissenting votes. <br />Eighth Item of business: Director's Report <br />Mr. Martin stated that Wal-Mart consultants have indicated that they want to start the Wal-Mart effort at <br />Highway 17-92 and State Road 436 and will be submitting changes to the facade. Mr. Martin said Wal-Mart would <br />like to be under construction by February 2012 and opening in 2013. Mr. Martin stated that Wal-Mart is proposing to <br />make significant changes to the facade and the CRA Board will review the project. <br />Mr. Martin explained that the City recently annexed the former Motor Car Concept II site located at the <br />corner of Seminola Boulevard and Highway 17-92. He said the parcel is not located within the City's CRD but is <br />located within Seminole County's CRA. Mr. Martin stated that Wawa which is an upscale gas station concept is <br />interested in developing on this site. He said the site may qualify for some funding from the County to augment and <br />improve that site. <br />Ninth Item of Business: Other business <br />Ms. Lynch confirmed that the report states the Target outparcels appears to be clean with no contamination. <br />She explained that the monitoring wells will remain on the site until Department of Environmental Protection gives the <br />City concurrence of the findings. <br />A general discussion ensued regarding the scheduling of the CRA meetings. The Board decided to meet <br />every other month with the stipulation a meeting would be scheduled if needed. The Board scheduled the next CRA <br />meeting for November 3, 2011 due to Veteran's Day. <br />Tenth Item of Business: Public Comments <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />questioned the recent traffic counts for Highway 17-92. Mr. McGregor stated that information is public record and <br />i <br />could be found on the Seminole County website. <br />Mr. Casselberry said he is aware that the Board wants to increase the revenue to the City and he suggested <br />seeking other sources other than ad valorem taxes. Mr. Casselberry said he would like to see lower taxes. He said <br />
