He said that the CRA would not warranty the <br />parcels to the developer. <br />The motion passed unanimously by voice vote. <br />Seventh Item of Business: HUD Community Challenge Planning Grant- Partnering ®pportunity <br />Mr. Martin reviewed staffs memo dated September 8, 2011 to the Community Redevelopment Agency (a <br />copy is on file in the Community Development Department). Mr. Martin stated that staff was notified that Housing <br />and Urban Development had planning grants available for next year. Mr. Martin said the grant pertains to livability, <br />sustainability and looking for ways to improve neighborhoods and communities to make them more transit friendly. <br />Mr. Martin said the City's proposal for the grant funding is to fund the following; <br />1. A city-wide housing market study including analysis of densification possibilities for the city's two major <br />transit corridors (US Highway 17-92 and State Road 436). <br />2. A community amenity and pedestrian/bicycle facilities improvements plan (update). <br />3. Casselberry Golf Course Study. <br />4. A zoning code review and development of a parallel code to remove barriers to housing development. <br />Mr. Martin requested a contribution from the CRA for $35,000. Mr. Martin explained that it is a matching <br />grant and the City must provide in-kind and dollar matches to the federal government request. Mr. Martin said the <br />City is requesting $250,000 and committed $100,000 from their program and a tremendous amount of in-kind <br />services that go into the grant. Mr. Martin said that the City is partnering with Rollins College to help explore options <br />for the golf course and analytical issues. <br />Mr. Martin said the key is to have strong partners going in to the grant. Mr. Martin said it is critical for the <br />CRA to be a partner in this endeavor. Mr. Martin said the contribution is justified because there are residential <br />properties located within the CRD and the properties along the corridor that are designated for mixed use and <br />residential infill. He said there are aspects to the grant that relate directly and indirectly to the CRA. Mr. Martin <br />stated the CRA funding of $35,000 would be divided up over three years which would be approximately $12,000 a <br />year. Mr. Martin requested the CRA support the grant request by partnering with the City and Rollins College. <br />A brief discussion regarding the restriction that the Casselberry Golf Course property must be used as a golf <br />course and should it no longer be viable as a golf course the property would revert back to the City. <br />
