Community Redevelopment Agency <br />July 8, 2011 <br />Page 4 <br />A general discussion ensued regarding the calculation of water and sewer impact fees, the <br />possibility of the City contributing to the restaurant's impact fees, the limited funds available in the CRA <br />budget and other municipalities waiving impact fees. <br />Mr. Raj Dua, 3385 South US Highway 17-92, Casselberry, Florida came forward. Mr. Dua stated <br />that the City of Longwood waive $19,000 in impact fees for his restaurant because it brought more business, <br />jobs and tax money to their city, <br />Mr. Jones made a motion that the CRA Board recommend to the City of Casselberry and the City <br />Commission relative to waiving these fees. Mr. McGregor seconded the motion. <br />Mr. Hank Lander, 445 Surrey Run, Casselberry, Florida came forward to speak in favor of the <br />request. Mr. Lander said that the City is in jeopardy of losing the Publix's location due to all the vacancies in <br />the shopping center. Mr. Lander thought that the CRA had previously loaned an alarm security company <br />money that was to be repaid to the CRA over a period of time. <br />Mr. Ritchie stated that this is writing a check from one City entity (CRA) to another City entity (City <br />of Casselberry). He said the CRA's budget should be used to redevelop property. A brief discussion <br />ensued regarding the CRA loaning money to businesses and the possibility of the City waiving impact fees <br />for a specific timeframe. <br />Mr. Jones restated his motion stating that the CRA Board unanimously recommend to the City of <br />Casselberry to waive the $3,300 in impact fees relative to this applicant opening a restaurant in the Publix's <br />shopping center promoting business in the City of Casselberry. Mr. McGregor seconded the motion. Mr. <br />Jones amended his motion to request the City Commission consider waiving impact fees for a one year <br />period. Mr. McGregor seconded the motion. <br />Ms. Sandi Solomon, City Commissioner, commented that this is the Casselberry Redevelopment <br />Agency and it is charged with redeveloping the City. She said the Board is doing a greatjob. Ms. Solomon <br />stated that she has served four years on the entire US Highway 17-92 CRA and she has yet to have anyone <br />on the Board ask the question of who (City/County) pays. She said generally if it needs to be done, we pay <br />it. Ms. Solomon stated that the Seminole County CRA has worked on programs in Lake Mary, some <br />
