Community Redevelopment Agency
July 8, 2011
Page 3
staff to enter into a contract with The Triece Company to market the Target outparcels and to assist with real
estate questions. Mr. Martin stated that the contract term provides a 2% commission plus $90 an hour for
real estate services and a ceiling of $4,500 for hourly real estate services. A general discussion ensued
regarding The Triece Company contract. Mr. McGregor made a motion to approve The Triece Company
contract. Mr. Ritchie seconded the motion.
Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr.
Casselberry stated that he encountered some of Mr. Triece's work. He thought that Mr. Triece may have
provided a low value for the east side property that the City purchased from his family. Mr. Casselberry
questioned if Mr. Triece had previously conducted appraisal services for the City. Staff stated that Mr.
Triece is a licensed real estate broker. Mr. Casselberry questioned the appraised value with the added City
parcel. Mr. Casselberry suggested that an appraisal should be done on the property before marketing the
property. He was concerned that the property was being marketed before determining a value of the
property. He suggested that the property should be appraised with and without the Community
Redevelopment District (CRD) restrictions for development. He felt that the CRD restrictions may reduce
the property values.
The motion passed unanimously by voice vote.
Sixth Business: Breakfast Club of Casselberry -Request for Subsidy
Ms. Pamela Lynch, Economic Development Coordinator, reviewed staffs memo dated July 8, 2011
to the Community Redevelopment Board Members (a copy is on file in the Community Development
Department), Ms. Lynch explained that Mr. Raj Dua is opening a new restaurant at 3385 South US
Highway 17-92, Casselberry, Florida. She said that Mr. Dua is requesting assistance from the Community
Redevelopment Board to subsidize impact fees of $3,300. Mr. Martin explained the $3,300 is for water and
sewer impact fees due to the increase in the number of seats in the restaurant. He said the City cannot
waive these fees.
