Ms. <br />Solomon said that the Seminole CRA is very cooperative and willing to help each and every city with the <br />matter at hand. <br />Mr. Trueba stated that the CRA Board has been criticized about being irresponsible with the CRA <br />funds. He said the Board is very proactive and very pro business. He said the Board's job is not to give <br />money to people or pay impact fees but to assist with the redevelopment aspect. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry questioned the need for additional impact fee because the impact fees would have been paid <br />by the original developer for the shopping center. <br />The motion passed unanimously by voice vote. <br />Mr. McGregor excused himself from the meeting at 9:54 a.m. <br />A brief discussion ensued regarding the time needed to schedule the CRA Board's request to the <br />City Commission to waive impact fees. Mr. Dua stated he cannot obtain his building permit until the impact <br />fees are paid. It was stated that Mr. Dua could possibly get reimbursed by the City if the City Commission <br />approves the CRA Board's request. Mr. Jones suggested that Mr. Dua contact the Commissioners <br />regarding his request. Mr. Ritchie stated that the CRA's budget comes from property tax revenues and the <br />actual property tax revenues are less than half of what they were a few years ago. He said the Board <br />decided to eliminate small grants due to the decrease in funds for the CRA's budget. <br />Seventh Item of Business: FY 2011.12 Budget Proposal <br />Mr. Martin reviewed staffs memo dated June 10, 2011 (a copy is attached and made a part of the <br />minutes). Mr. Martin explained that the City Commission is holding a workshop on July 11, 2011 to discuss <br />paying off the debt for the Lake Concord and the City Center property. He said this debt is currently taxable <br />debt. Mr. Martin said the City Commission may decide to pay off the land debt which would remove the <br />burden from the CRA. <br />In response to the Board's question regarding the land debt information in the proposed 2011/2012 <br />budget, Ms. Bowman stated at the time the budget was being prepared the City did not have the options <br />
