Mr. Polliner distributed aerial photos of the site and a site plan <br />showing the redesign of the retention pond (a copy is attached and made a part of the minutes). <br />Mr. Donald Rosenthal, Oxford Square Representative, DeBary, Florida came forward. Mr. Rosenthal explained <br />that the Old Time Pottery site and the corner outparcel has no relation to the remaining shopping center other than the <br />drainage, traffic and parking easements. Mr. Rosenthal said that there is no monetary benefit to the adjacent parcel from <br />Waffle House purchasing the parcel from Oxford Square but they receive the benefit of the drainage. A general <br />discussion ensued regarding the retention ponds and drainage easements for the entire site. <br />Mr. Sorensen explained that the signage requirements are used to provide harmony along the road and to have <br />signage related to the building size. He said there is a 25 foot easement on the property but there is nothing in the <br />easement that will obstruct the view of the building. Mr. Sorensen said the applicant purchased the site knowing that <br />these constraints existed. He said that CPED requirements are not required components for the site and the Police <br />Department has reviewed and approved the site plan. Mr. Sorensen said the applicant is entitled to a ground sign near <br />the roadway. He said the applicant wanted the building frontage based on the drive aisle and the Board discussed this at <br />the Appeal of the Administrative Official's Determination meeting. He said it was stated that the signage is based on the <br />building frontage which would be State Road 436. A general discussion ensued regarding the total signage allowed for <br />the facade and the ground sign. Mr. Sorensen said that all tenants are allowed 2 square feet of signage for each linear <br />foot of building. He said Waffle House is very recognizable. The signage code provides for harmony and a nice looking <br />corridor. <br />Ms. Gauvin asked if there was anyone in the audience who wished to speak in favor of the request. Mr. <br />John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said he is not <br />speaking in favor or in opposition to the request, Mr. Casselberry felt placing the narrow side of the building towards the <br />road provides more visibility to the rear property and assists with crime prevention. He questioned the signage <br />requirements for the tenants to the rear of the shopping center. Mr. Casselberry said if the Board denies the variance. <br />they should recommend to the City Commission to encourage that the narrow side of the building should be placed <br />toward the road. <br />
