Resolution 11-2329 - Danubis Plaza Final Subdivision Re-Plat (SP 10-01~ <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING THE PLAT FOR DANUBIS PLAZA; PROVIDING FOR CONFLICTS, <br />SEVERABILTY, AND EFFECTIVE DATE." <br />Introduction: Resolution 11-2329 provides for approval of the final subdivision re-plat for the properties <br />located at 1860 and 1870 State Road 436, within the Good Fortune Chinese Buffet site. The site was <br />originally developed as a Piccadilly Cafeteria and then was modified to accommodate Roadhouse Grill. The <br />property owner is requesting to subdivide the property to provide an outparcel to accommodate a 4,999 square <br />foot multi-tenant retail building. The site plan for the structure was approved by the Planning and Zoning <br />Commission at their November 10, 2010 meeting. The City Attorney and the surveyor for the City have <br />reviewed the re-plat and provided comments to the applicant. The applicant has addressed those comments <br />and provided a revised re-plat to staff. The Planning and Zoning Commission reviewed the re-plat and <br />unanimously recommended approval at their December 8, 2010 meeting. The City Commission unanimously <br />approved the preliminary re-plat at the December 13, 2010 meeting. A Certificate of Occupancy for the new <br />structure was issued on November 22, 2011. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 11-2329. <br />G. Resolution 11-2331 -Police Officer and Firelighter Pension Plan Reform <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, SUPPORTING POLICE <br />OFFICER AND FIltEFIGHTER PENSION PLAN AND DISABILITY PRESUMPTION REFORMS <br />TO MAKE TIIE PLANS SUSTAINABLE, SOUND AND SECURE FOR CURRENT AND FUTURE <br />POLICE OFFICERS AND FIItEFIGHTERS; PROVIDING FOR AN EFFECTIVE DATE." <br />Introduction: Resolution 11-2331 provides for support of Police Officer and Firefighter pension plan reform <br />during the 20121egislative session. <br />Budget Impact: The City of Casselbeny relies on premium tax revenues from insurance policies to partially <br />fund pension costs. Though the amount of the premium tax dish•ibution varies fiom year to year, only a portion <br />actually benefits the City. This frozen amount does not change. The excess accumulates separately within the <br />pension fund waiting to be used to buy new "extra pension benefits." As of September 30, 2011, $1,287,674 <br />of premium tax revenues has built up in the pension field which is not allowed to be used to pay for existing <br />benefits. Even if excess premium tax revenLie is used to add "extra pension benefits", the City must carry by <br />itself the increasing costs to carry them in the firture. <br />
