CASSELBERRY CITY COMMISSION <br />Minutes of February 13, 2012 — Regular Meeting <br />Page 8 of 19 <br />funding will be provided through the Non - Departmental Contingency Reserve. <br />Account Number Account Description Amount <br />Increase: <br />001 - 0210 - 515.31 -00 Professional Services $ 95,160 <br />Decrease: <br />001- 0190 - 519.58 -00 Contingency Reserve $ 95,160 <br />Recommendation: The Interim City Manager and the Community Development Director recommended <br />approval of Resolution 12 -2343 and related Budget Amendment #12 -022. <br />Discussion: Discussion ensued regarding concerns about the cost of the contract, and whether staff could be <br />utilized for some of these services. After hearing comments from Mr. Larry Adams, Community Development <br />Director Don Martin, and Interim City Manager Randy Newlon, the Commission expressed a desire, <br />considering the City's recent change in leadership, to further discuss the matter prior to entering into a contract. <br />Commission then directed the Interim City Manager to meet with staff and schedule a workshop session for <br />Commission to further discuss the options for the property and what should be the next step in moving <br />forward. <br />MOTION: Vice Mayor Hufford moved to table Consent Agenda Item D, Resolution 12- <br />2343, after discussion. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5 -0. <br />G. Purchase of Concord Cemetery Maintenance and Security Improvements and Related <br />Budget Amendment #12 -018 <br />Introduction: Consideration for the purchase and installation of maintenance and security improvements to <br />Concord Cemetery and related Budget Amendment #12 -018 in the amount of $21,323.00 is requested. <br />Budget Impact: There will be an impact to the Budget by decreasing the appropriation in the Non - <br />Department Contingency Reserve account #001- 0190- 519.58 -00 and increasing the budget for the Parks and <br />Facilities Repairs and Maintenance Account #001 - 0410- 571.46 -00. <br />BA #12 -08: <br />Explanation of Request: This item seeks City Commission approval to provide funding for purchase and <br />installation of maintenance and security improvements at Concord Cemetery (Parcel #08-21-30- 300 -0050- <br />0000). The abandoned cemetery is situated on a 1 -acre plot of land on the corner of Highway 17 -92 and <br />Plumosa Avenue. In accordance with Florida Statute 497.284; a county or municipality that has an abandoned <br />cemetery within its jurisdiction may take appropriate and necessary action to secure and maintain such <br />cemetery. Per direction from the City Manager, a restoration plan was formulated by City staff to secure the <br />cemetery by installing the following items: 1) 800 linear feet of commercial grade black aluminum fencing for <br />$14,559; 2) one 30 feet in height U.S, flag pole for $950; 3) electrical service with compact florescent up <br />lighting for the flag pole for $1,914; 4) new sidewalks in the right of way on the south side and install and <br />
