CASSELBERRY CITY COMMISSION <br />Minutes of February 13, 2012 — Regular Meeting <br />Page 7 of 19 <br />Casselberry and Altamonte Springs, Seminole County, and LYNX for the purpose of obtaining federal funds to <br />enhance the core transportation system of the area is requested. <br />Budget Impact: For the City of Casselberry, the proposed local match is $8,897,695. These funds are either <br />already appropriated in the Fiscal Year 2012 Budget or are readily available; future Budget Amendments <br />would be necessary to formalize allocation of the funds to specific project components. No additional General <br />Fund money other than what has already been appropriated by the City Commission is proposed for the match. <br />The proposed funding is broken down as follows: <br />1) <br />$5,757,400 <br />— Neighborhood Improvement Fund (including most ofthe repaving construction <br />loan) <br />2) <br />$1,520,722 <br />— General Fund (predominately interest costs on a portion of the repaving <br />construction <br />loan based on the amortization schedule) <br />3) <br />$584,473 — <br />Stormwater Utility Fund <br />4) <br />$519,100 — <br />Water /Sewer Utility Fund <br />5) <br />$516,000 — <br />Tree Fund <br />Recommendation: The Interim City Manager and the Public Works Director recommended approval for the <br />preparation and submission of a pre- application for the 2012 TIGER Discretionary Grant. <br />MOTION: Vice Mayor Hufford moved to approve the Consent Agenda, as amended by <br />removing Items D and G for separate consideration. Motion was seconded by <br />Commissioner Aramendia. Motion carried unanimously by voice vote 5 -0. <br />D. Resolution 12 -2343 - Agreement with Associated Consulting International for <br />Professional Development Management Services and Related Budget Amendment <br />#12 -022 <br />Introduction: Resolution 12 -2343 provides for consideration of an agreement between the City of <br />Casselberry and Associated Consulting International for Professional Development Management Services in <br />the amount of $95,160.00 and related Budget Amendment #12 -022. <br />Budget Impact: Budget Amendment #12 -022 will transfer funds in the amount of $95,160.00 from the <br />Contingency Reserve account, 001 - 0190 - 519.58 -00, to the Professional Services account 001 - 0210 - 515.31 -00 <br />to fund this project. <br />BA #12 -022: <br />Explanation of Request: This item seeks City Commission approval to provide funding for professional <br />development management services for the development ofthe property located south of Triplet Lake Drive and <br />east of U.S. Highway 17 -92 (Resolution #12- 1243). The City desires to develop a viable strategy that will <br />identify market- driven uses for the property, deliver economic value to the City and achieve a sense of place <br />and identity. As a result, a Request for Qualifications was issued in the Orlando Sentinel on October 23, 2011 <br />seeking qualifications from individuals or firms interested in providing professional development management <br />services for the area. The opening for the proposal was held on November 3, 2011 with only one submittal <br />from Associated Consulting International (ACI). The total cost of services provided by ACI is $95,160 and <br />
