CASSELRERRY CITY COMMISSION
Mimtles of Smumry 23, 2012 — Regular Meeting
Page 6 of IS
Introduction: Resolution 12 -2339 provides for consideration of Change Order No. 4 to the contractual
construction agreement with the general contractor, Killebrew, Inc., in the amount of $30,647.08 to construct
water quality improvements in accordance with the construction funding agreement between the Florida
Department of Environmental Protection (FDEP) and the City of Casselberry.
Budget Impact: The budget impact associated with additional costs projected with the approval of Change
Order No.4couldbea$30,647.08increase. However, Killebrew is currentlycompleting two projects that are
anticipated to have under runs in excess of the $30,647.08 increase. The anticipated under runs will be
recognized in future Change Order No. 5. Therefore, it is estimated that there will be no impact to the overall
project budget associated with Change Order No. 4. If, however, the anticipated under runs in excess of
$30,647.08 do not occur, a future Budget Amendment may be necessary.
Recommendation: The City Manager and the Public Works Director recommended approval of Resolution
12 -2339.
E. Notification of the Intent of Sale of Community Redevelopment Agency Real Estate
Introduction: This agenda item serves as notification of the intention to accept a proposal for the sale of
Community Redevelopment Agency (CRA) property known as the Target outparcels, as required by Section
163.380(3), Florida Statutes. Not less than thirty (30) days after the filing of this notification, which was filed
with the Seminole County Clerk ofCircuit Court on December 19, 2011 as Resolution 11-01, Official Records
Book 7683, Pages 1362 -1375, the Chairman of the CRA will be authorized to execute a contract for sale
and/or conveyance of the CRA property specified in this memorandum to GH & G Florida, LLC for the
amount of $824,000.
Background: Over the years, the CRA has worked diligently to assemble three (3) contiguous Target
outparcels along U.S. Highway 17 -92 between Triplet Lake Drive and Melody Lane. The overall Target
outparcel is a 0.90 acre site which includes the three outparcels of 0.71 acres plus the addition of a 0.19 acre
portion of the overall drainage parcel. Surveying services were completed which included a boundary and
topographic survey as well as legal descriptions. The final plat is in the process of being reviewed and
approved. At the July 2011 CRA Board meeting, the Board recommended the approval of a contract with the
Triece Company to assist the Casselberry CRA with the marketing and sale of the Target outparcels. The site
was marketed in late October and as a result, two interested parties submitted proposals, InSite Real Estate
Investments, LLC in the amount of $600,000 and GH & G Florida, LLC in the amount of $824,000. These
contracts were reviewed at the December 15, 2011 CRA Board meeting. The CRA Board unanimously voted
favorably towards the proposal submitted by GH & G Florida, LLC which offers the full asking price of
$824,000 with site redevelopment for a national bank.
Budget Impact: There is no impact to the City budget.
