Resolution 11-2308 -Establish Base and Usage Billing Rates for a Four Inch Reclaimed Water Meter "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, TO ESTABLISH A TEMPORARY CHARGE FORA 4 NCH RECLAIMED WATER METER; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 11-2308 provides for establishing a base billing rate fora 4 inch reclaimed water meter of $72.1650 and usage rates for reclaimed water of $1.7023 for 1-175,000 gallons and $2.553 5 for above 175,000 gallons until finalization of a new rate study is completed. Budget Impact: There is no impact to the City Budget. The approval of Resolution 11-2308 will enable the preparation of bills for customers who may utilize a four inch reclaim meter. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 11- 2308. E. Abproval of Beverage Permit Request from The Rotary Club of Casselberry Introduction: Consideration to approve a beverage permit request from The Rotaly Club of Casselbeny to sell and serve alcoholic beverages at Lalce Concord Park for the Chamber of Commerce's Celebrate Casselberly event on Thursday, October 6, 2011 from 5 - 8 p.m. is requested. Budget Impact: There is no impact to the City budget. Recommendation: The City Manager and the Public Works Directorrecomrnendedapproval ofthebeverage permit for The Rotary Club of Casselberly. F. TIGER III Pre-Application Request Introduction: Consideration to authorize staff to prepare and submit apre-application for a United States Department of Transportation (US DOT) Regional TIGER Discretionary Grant on behalf of the cities of Casselbeny and Altamonte Springs, Seminole County and LYNX for the purpose of obtaining federal funds to enhance the core transportation system of the region is requested. This project will provide supporting infrastructure for existing (fixed route) and proposed (Flex Bus, SunRail) transit services. This includes a series of roadway improvements, bike/ped trail and sidewalk improvements, road diets, transit stop improvements, as well as extensive funding to upgrade signals along the SR 436 corridor within the two cities. Budget Impact: For the City of Casselbeny, the proposed local match is $8,729,477. These funds are either already appropriated in the proposed Fiscal Year 2012 Budget or are readily available, but firture Budget Amendments would be necessary to formalize the allocation of the funds to specific project components. No additional General Fund money other than what has already been appropriated by the City Commission is proposed for the match. The proposed funding is broken down as follows:
