CITY OF CASSELBERRY
CODL ENFORCEMENT BOARD MEN 11NG
AUGUST 14, 2008 PAGE 8
Mr. Hines stated he was a little bit of a mental case so he needed to be careful. Mr. Hines then stated if they were
going to understand and try to work with him then they were not going to like what he says. He will work with
them any way proper that he can, he needs time to get rid of the truck. His wife's leg is bad, she is going for an
operation, and he is going for an operation on his roto cuff so he won't be working. Mr. Hines stated all he is asking
for is time, and if they can't give him time then they have nothing more to talk about. Mr. Hines asked that no one
comes into his yard and if they try to add something to his property value he guarantees that everyone that says I do
and he said this was not a threat, but they would have some problems. Mr. Hines stated they have asked him to do
something and he told the CEB he would do anything he can.
Mr. Hines continued.
Ms. Reischmann stated they could give the gentleman what ever time they feel is appropriate in light of prior orders
staying consistent, obviously not treating this gentleman any differently than others. The CEB does have discretion
to give him time to sell his vehicle.
Paul L. McKernan addressed Mr. Hines advising him that the CEB is a volunteer Board; they give up their time to
come and help the City be a nice place to live for everybody. Mr. McKernan advised they do not make the
regulations and it is not within there jurisdiction to do anything other than enforce them by the law, so if you make
a threatening statement to them. Mr. McKernan continued.
Mr. McKernan asked Ms. Reischmann if it's within their realm to grant this gentleman some time to take care of
this situation and what their parameters are legally.
Ms. Reischmann stated that it is, the only provision being you want to try to treat everyone fairly, you can take into
account individual hardship.
Phillip Weekley asked if this is Mr. Hines only vehicle.
Mr. Hines stated no, it is the one he drives back and forth to work. Mr. Hines continued.
Mr. Weekley asked if this is the only vehicle he has to drive back and forth to work.
Mr. Hines stated yes, it represents him.
Mr. Weekley asked if the truck was the sole means of transportation.
Mr. Hines stated no, he was asked if that is his only vehicle. Mr., Hines has a Tribute that his wife drives and he
bought himself a brand new Toyota, Scion which is good on gas. He bought the Scion with is in mind to go ahead
and get rid of the truck, like they have asked him.
Discussion.
Mr. McKernan asked if you have a Scion that you can drive and your wife has an operable vehicle that she can
drive, would it be a hardship on him to ask him to find a place to park the truck that was secure so he did not have it
in the neighborhood. Mr. McKernan stated is apparent to him now that it's not necessary that he drive the truck to
work, other than the fact that he likes to drive it to work.
Discussion.
