Board of Adjustment <br />October 27, 2011 <br />Page 4 <br />feel a variance was necessary because the language is very clear regarding the determination of the building frontage, <br />In response to the Board's question, Mr. Peterson explained that the 142 square feet of signage would consist of <br />a 100' monument sign near the road and two sets of 15" tall letters on the building (one facing the road and one facing <br />the entrance side of the building). He said typically they have three sets of building letters at 18" tall and the free- <br />standing sign varies. He said their signage is their marketing because they don't advertise, <br />Mr, Eric Raasch, Planner I, reviewed the background information and the analysis of the request, provided in his <br />memorandum to the Board of Adjustment, dated October 27, 2011 (a copy is on file in the Community Development <br />Department), Mr. Raasch provided a PowerPoint presentation (a copy is attached and made a part of the minutes), Mr. <br />Raasch reviewed the definitions in the City Code for building frontage, primary roadway and ground floor. <br />Mr, Raasch said Staff recommends that the Board of Adjustment uphold the determination of the Administrative <br />Official. A brief discussion ensued regarding other businesses in the City that the primary entrance did not front on the <br />primary roadway, <br />Mr, Guzman asked if there was anyone in the audience who wished to speak in favor of the request, Mr, Donald <br />Rosenthal, Oxford Square Representative, Debary, Florida came forward. Mr. Rosenthal said he has owned the Oxford <br />Square Shopping Center since 1993 and it had a 35' pylon sign with a full shopping center. He said the City required the <br />shopping center minimize the sign to a monument sign, He said he can't solely attribute the lost of tenants to the signage <br />but they have tried everything to market the property. He said that the shopping center has spent over $400,000 in <br />renovations to the infrastructure of the property and there is more work to be done on the site. He said they have been <br />unable to generate traffic on the property. <br />Mr. Rosenthal said he worked with Waffle House to minimize the impact of their building on the visibility of the <br />shopping center, He said Waffle House will bring traffic to the shopping center and hopefully allow him to lease the <br />remaining tenant spaces. <br />Mr, Rosenthal requested that Waffle House be allowed to obtain the required signage so they can move forward <br />and create traffic on the property and have the property as a profitable entity, <br />
