the extreme limits of the writing, representation, emblem, or other display, <br />together with any material or color forming an integral part of the background <br />of the display or used to differentiate the sign from the backdrop or structure <br />against which it is placed, but not including any supporting framework, bracing, <br />or decorative fence or wall when such fence or wall otherwise meets zoning <br />ordinance regulations and is clearly incidental to the display itself. <br />(C) Zoning Districts <br />Zoning Districts when referred to herein shall include those <br />districts defined in Sections 157.050 thru 157.175. <br />SECT%ON IV. Sign Standards. <br />(A) On-Premise <br />(1) Permanent <br />(a) Point of Sale <br />(I) Maximum allowable copy area, unless otherwise <br />specified, shall be a total sign area of two (2) square feet for each lineal foot <br />of building frontage. <br />(II ) The total point-of-sale copy area on any site shall <br />be the sum of all wall signs, ground/pole signs and window signs located on the <br />subject property and designed to be viewed from off the premises. <br />(III) Ground/Pole Signs <br />(aa) Only one ground/pole sign shall be allowed <br />per parcel with 400 feet or less road frontage. Ground/Pole signs shall not be <br />placed on lots with less than forty (40) feet road frontage. <br />(bb) For a parcel with road frontage exceeding 400 <br />feet the following additional signage may be permitted provided all signage is <br />constructed as a monument type of sign. If a parcel's road frontage exceeds 400' <br />and is less than 700' then a maximum of two monument type signs shall be allowed, <br />but no closer than 300' apart. If a parcel's road frontage exceeds 700' then a <br />maximum of three monument type signs shall be allowed, but no closer than 300' <br />apart. <br />(cc) The maximum height of the entire Ground/Pole <br />sign structure shall be fifteen (15 ) feet above the elevation of the crown of the <br />road. Allowable sign height shall be determined based upon the elevation of the <br />roadway crown adjacent to the sign structure location. <br />(dd) No Ground/Pole sign nor its parts shall move, <br />rotate, use animation or flashing lights. Electronic message centers, including <br />time and temperature displays shall not display messages that give an illusion <br />of motion and shall maintain each displayed message for a minimum of five (5) <br />seconds. <br />(ee) The sign structure may be erected at the <br />property line provided no part of the sign projects over the property line and <br />is no closer than ten (10) feet to the paved surface of the road. No sign shall <br />project over public property. <br />
