the term "sign" shall include all structural members. A sign shall be construed to be a display surface or device containing organized and related elements composed to form a single unit. In cases where matter is displayed in random or unconnected manner without organized relationship of the components, each component shall be considered to be a single sign. Included within the definition of sign are the following types of signs: Abandoned Sign: Any sign that is not maintained in good structural condition at all times, kept neatly painted - including all metal parts and supports thereof that are not galvanized or of rust-resistant material, or otherwise constitutes a hazard to safety, health, or public welfare by reason of inadequate maintenance, dilapidation, or obsolescence. Animated Sign: Any sign that uses movement or change of lighting to depict action or create a special effect or scene. Awning Sign: Any sign attached to, in any manner, or otherwise made a part of any awning or awning-like structure which projects beyond a building or extends along and projects beyond the wall of the building, generally designed and constructed to provide protection from the weather. Banner Sign: For the purpose of this ordinance, banner sign shall mean any sign intended to be hung either with or without frames, possessing characters, numbers, letters, illustrations, or ornamentations applied to paper, plastic, or fabric of any kind. National flags, flags of political subdivisions, and symbolic flags of any institution or business shall not be considered banners. Changeable Copy Sign: A sign or portion thereof with characters, letters, or illustrations that can be changed or rearranged without altering the face or the surface of the sign. A sign on which the message changes more than eight times per day shall be considered an animated sign and not a changeable copy sign for purposes of this ordinance. A sign on which the only copy that changes is an electronic or mechanical indication of time or temperature shall not be considered a changeable copy sign. Construction Sign: Any sign giving the name or names of principal contractors, architects, engineers, and lending institutions responsible for construction on the site where the sign is placed during the construction phase of the project for which a building permit has been issued. Such signs shall be removed prior to the Certificate of Occupancy being issued. Directory Sign: A sign on which the names and location of occupants, use of a building, or parking and traffic direction is given and designed to be read primarily from on-site. Such sign shall be of a unified design and material. Freestanding Sign: Any mobile or portable sign or sign structure not permanently and securely attached to the ground or to any other structure. This definition shall not include trailer signs. Ground And/Or Pole Sign: Any sign which is supported by columns, braces, or any other structures or supports in or upon the ground and independent of support from any building. Inflatable Advertisement: Any sign or object inflated or supported by wind, air, or pneumatic non-combustible pressure. Marquee Sign: Any sign attached to, in any manner, or otherwise made a part of any permanent roof-like structure which projects beyond a building or extends along and projects beyond the wall of the building, generally designed and constructed to provide protection from the weather.
