the term "sign" shall include all structural members. A sign shall be construed <br />to be a display surface or device containing organized and related elements <br />composed to form a single unit. In cases where matter is displayed in random or <br />unconnected manner without organized relationship of the components, each <br />component shall be considered to be a single sign. Included within the <br />definition of sign are the following types of signs: <br />Abandoned Sign: Any sign that is not maintained in good structural <br />condition at all times, kept neatly painted - including all metal parts and <br />supports thereof that are not galvanized or of rust-resistant material, or <br />otherwise constitutes a hazard to safety, health, or public welfare by reason of <br />inadequate maintenance, dilapidation, or obsolescence. <br />Animated Sign: Any sign that uses movement or change of lighting <br />to depict action or create a special effect or scene. <br />Awning Sign: Any sign attached to, in any manner, or otherwise <br />made a part of any awning or awning-like structure which projects beyond a <br />building or extends along and projects beyond the wall of the building, generally <br />designed and constructed to provide protection from the weather. <br />Banner Sign: For the purpose of this ordinance, banner sign <br />shall mean any sign intended to be hung either with or without frames, possessing <br />characters, numbers, letters, illustrations, or ornamentations applied to paper, <br />plastic, or fabric of any kind. National flags, flags of political subdivisions, <br />and symbolic flags of any institution or business shall not be considered <br />banners. <br />Changeable Copy Sign: A sign or portion thereof with characters, <br />letters, or illustrations that can be changed or rearranged without altering the <br />face or the surface of the sign. A sign on which the message changes more than <br />eight times per day shall be considered an animated sign and not a changeable <br />copy sign for purposes of this ordinance. A sign on which the only copy that <br />changes is an electronic or mechanical indication of time or temperature shall <br />not be considered a changeable copy sign. <br />Construction Sign: Any sign giving the name or names of <br />principal contractors, architects, engineers, and lending institutions <br />responsible for construction on the site where the sign is placed during the <br />construction phase of the project for which a building permit has been issued. <br />Such signs shall be removed prior to the Certificate of Occupancy being issued. <br />Directory Sign: A sign on which the names and location of <br />occupants, use of a building, or parking and traffic direction is given and <br />designed to be read primarily from on-site. Such sign shall be of a unified <br />design and material. <br />Freestanding Sign: Any mobile or portable sign or sign structure <br />not permanently and securely attached to the ground or to any other structure. <br />This definition shall not include trailer signs. <br />Ground And/Or Pole Sign: Any sign which is supported by columns, <br />braces, or any other structures or supports in or upon the ground and independent <br />of support from any building. <br />Inflatable Advertisement: Any sign or object inflated or <br />supported by wind, air, or pneumatic non-combustible pressure. <br />Marquee Sign: Any sign attached to, in any manner, or otherwise <br />made a part of any permanent roof-like structure which projects beyond a building <br />or extends along and projects beyond the wall of the building, generally designed <br />and constructed to provide protection from the weather. <br />
