A subsequent hearing was held on July 8, 2010 when fines <br />were imposed. Once the City heard from the bank, the property came into compliance. The Code <br />Enforcement Board met on April 14, 2011, and considering the facts, recommended to the City Colmnission a <br />reduction in the total lien amount from $11,995 to $750 to be paid within sixty days or the lien reduction will <br />become null and void, and the frill amount will become due. Recording fees have been paid; other <br />administrative costs are minimal and would be recouped as part of the lien amount received. There are <br />interested buyers for the property. <br />Budget Impact: The lien amounts paid would be recognized in the City Budget as income received. <br />Recommendation: The City Manager and the Community Development Director requested consideration of <br />the Code Enforcement Board's recommendation to reduce the total lien amounts from $11,995 to $750 to be <br />paid within sixty days or the lien reduction will become null and void, and the full amount will become due. <br />Petitioner: Ms. Melissa Cruz, 391 Tulip Trail, stated she was a realtor representing clients who wish to <br />purchase the subject property, and requested favorable action on the requested reduction of liens. Ms. <br />Merideth Avris, attorney representing the Banlc Federal Home Mortgage Corporation, (did not disclose street <br />address), stated her client is able to pay the reduced lien amount in the sixty day period and requested favorable <br />action on the requested lien reductions. <br />MOTION: Vice Mayor Miller moved to reduce the lien for case number CE-10-00988 from <br />$1,895 to $250, to be paid within 60 days or the lien fine amount will revert <br />back to the original amount. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5 - 0. <br />MOTION: Vice Mayor Miller moved to reduce the lien for case number CE-10-01002 from <br />$10,100 to $500, to be paid within 60 days or the lien fine amount will revert <br />back to the original amount. Reduests for Reduction of Multiple Code Enforcement Liens - 404 Wilshire Drive <br />SCE-09-00639) (CE-10-02246~CE-10-00625 <br />Staff Presentation: Ms. Sandra Smith, Chief Planner, stated consideration to reduce two (2) code enforcement <br />liens on the property located at 404 Wilshire Drive for case numbers CE-09-00639 for roof maintenance (lien <br />amount $15,560) and CE-10-02246 for general maintenance (lien amount $4,200) from a total of $19,760 to <br />$1,000 to be paid within 60 days is requested. Several code enforcement violations have occurred on the <br />subject property beginning in 2009. The property was vacant and in foreclosure after the former owner passed <br />away. Case CE-09-00639 for roof maintenance was presented at the May 14, 2009 Code Enforcement Board <br />meeting; a subsequent hearing was held on June 11, 2009 when fines were imposed. Case CE-10-02246 for <br />general property maintenance was presented at the November 4, 2010 Code Enforcement Board meeting; a <br />subsequent hearing was held on December 9, 2010 when fines were imposed. Once the bank was able to <br />access the property, the process to correct the violations was stat•ted. A demolition permit was obtained, <br />demolition occurred, and a final inspection on February 21, 2011 revealed the home was demolished. The <br />
