CAS51';LBI;RRY CITY COMMISSION <br />Minutes or May 9, 2011-Regular Meeting <br />Page 8 of 13 <br />Staff Presentation: Ms. Sandra Smith, Chief Planner stated Ordinance 11-1350 provides for imposition of a <br />180-day moratorium on issuance of City permits or approvals that may enable the location of a new arcade, <br />Internet cafe, sweepstakes redemption center, or similar indoor entertainment and amusement activities within <br />the City. Adoption of his ordinance provides time for the resolution of the injunction on the Seminole County <br />legislation prohibiting the use of simulated gambling devices within the County. The Seminole County <br />legislation included the municipalities within the County. Should the injection be lifted and related appeals <br />exhausted, businesses within the County will be prohibited fi•om using machines that provide acasino-like <br />experience. If that should occur, the City will not need to take fuI•ther action. The current moratorium expired <br />on May 4, 2011. The City Commission directed staffto initiate this legislation attheir Apri125, 2011 meeting. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 11-1350 on first reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11-1350. No one came <br />forward. Mayor Glancy closed the public hearing relative to Ordinance 11-1350. <br />MOTION: Commissioner Solomon moved to approve Ordinance 11-1350 on first reading, <br />as presented. Reduest for Reduction of Multiple Code Enforcement Liens -1787 Lake Drive (CE- <br />10-00988 and CE-10-01002) <br />Staff Presentation: Ms. Sandra Smith, Chief Planner, stated consideration to reduce two (2) code enforcement <br />liens on the property located at 1487 Lake Drive for case numbers CE-10-00988 for overgrown property (lien <br />amount $1,895) and CE-10-01002 for property registration (lien amount $10,100) fiom a total of $11,995 to <br />$750 to be paid within 60 days is requested. Several code enforcement violations have occurred on the subject <br />property beginning in 2010. The property was vacant and iii foreclosure. All mail sent by the City to the <br />original lien holder was returned as the Post Office was "unable to forward". These cases were presented at the <br />
