CASSI;LI3I;RRY CITI' COMMISSION <br />Minutes of May 9, 2011- Regular Meeting <br />Page 7 of 13 <br />Recommendation: The City Manager and the Fire Chief recommended approval of Budget Amendment # 11- <br />027. <br />G. Designation of Labor AttorneX <br />Introduction: Consideration to designate Bill Katsafanas, Esq. as legal counsel for labor and employment law <br />needs involving a current PERC hearing and continue Jeffrey Mandel, Esq. with the law firm of Fisher & <br />Phillips as the City Labor Attorney for other ctlrrent and firtme labor and employment law needs is requested. <br />Budget Impact: There is no impact to the budget. <br />Recommendation: The City Manager and the Human Resources Manager recommended designating Bill <br />Katsafanas as legal counsel for the current PERC hearing and continuing Jeffrey Mandel as legal counsel of <br />other current and future labor and employment law issues. <br />MOTION: Commissioner Hufford moved approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 5 - 0. <br />9o PU IC EA II~TGS <br />A. First Reading; of Ordinance 11-1350 -Moratorium on Internet Cafes and Similar <br />Uses <br />The City Cleric read Ordinance 11-1350 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, IMPOSING A TEMPORARY <br />MORATORIUM FOR 180 DAYS ON THE ISSUANCE OF ANY BUSINESS TAX LICENSE, <br />PERMIT, CONDITIONAL USE APPROVAL, SITE PLAN APPROVAL AND ANY OTHER <br />OFFICIAL ACTION FO THE CITY OF CASSELBERRY HAVING THE EFFECT OF <br />PERMITTING OR ALLOWING THE CONSTRUCTION AND/OR OPERATION OF CERTAIN <br />BUSINESSES WITHIN THE CITY OF CASSELBERRY RELATED TO, GAME ROOMS, <br />ARCADES, INTERNET CAFES, INDOOR ENTERTAINMENT AND AMUSEMENT ACTIVITIES <br />AS MORE SPECIFICALLY DESCRIBED IN THIS ORDINANCE, EXCLUDING APPROVALS AND <br />PERMITS FOR THE_ CONTINUANCE OF AN EXISTING BUSINESS; THE TEMPORARY <br />MORATORIUM SHALL APPLY TO ALL REAL PROPERTY LOCATED WITHIN THE <br />CORPORATE LIIVITS OF THE CITY OF CASSELBERRY; PROVIDING A PROCEDURE FOR <br />EXTRAORDINARY HARDSHIP; PROVIDING FOR SEVERABILITY, CONFLICTS, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the first reading of Ordinance 11-13 50 <br />was published in the Orlando Sentinel on April 28, 2011. <br />
