Planning & Zoning Commission/ <br />Local Planning Agency <br />May 11, 2011 <br />Page 8 <br />Mr. Parkhurst asked for a motion to address ZB 11-02. Mr. Aramendia made a motion to provide a <br />favorable recommendation to the City Commission for the Comprehensive Plan (ZB 11-02) based on the staff report <br />dated May 11, 2011 from Mr, Raasch as presented. Mr. Van Meter seconded the motion. The motion passed <br />unanimously by voice vote. <br />Eleventh Item of Business: LPA 1106: Mobility Study. Adoption of a citywide Mobility Study to provide <br />transit strategies. <br />Mr. Eric Raasch, Planner I, reviewed the information provided in his memorandum dated May 11, 2011, to <br />the City of Casselberry Local Planning Agency (a copy is on file in the Community Development Department), Mr. <br />Raasch presented a PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Mr. Raasch said Staff recommends approval of LPA 11-06, the Comprehensive Plan Amendment to the City <br />Commission. He requested the approval be amended to exclude references to S6360 and HB697 since the <br />requirements for both of those bills have been eliminated through the new legislation. He said if the Commission <br />approves LPA 11-06 staff would make the necessary revisions to the document to eliminate those references. <br />Mr. Raasch requested the Local Planning Agency provide a favorable recommendation to the City <br />Commission for consideration of an ordinance amending portions of the City's Comprehensive Plan. <br />A brief discussion ensued regarding light rail and the flex bus. Mr. Parkhurst asked if there was anyone in <br />the audience who wished to speak in favor of, or in opposition to, the request. Mr. John Casselberry, 700 South Lost <br />Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said he hasn't read the study. He felt that the bike <br />paths have been constructed along scenic roads and he encouraged that the bike paths should be constructed <br />between large residential areas and shopping centers. Mr. Casselberry recommended locating the bus stops near <br />the bike trails. He felt that the bikelbus combination would increase ridership. He also suggested increasing the <br />number of bus shelters due to weather conditions. Mr. Casselberry encouraged the use of mopeds and racks for <br />moped parking should be provided in shopping centers. <br />After a brief discussion, Mr. Parkhurst asked for a motion to address LPA 11-06. Mr. Aramendia made a <br />motion to provide a favorable recommendation to the City Commission for LPA 11-06 based on the staff report dated <br />
