Mr. Aramendia made a motion to provide a <br />favorable recommendation to the City Commission for the Annual Capital Improvement Schedule based on the staff <br />report dated May 11, 2011 from Ms. Smith as presented. Mr. Van Meter seconded the motion. The motion passed <br />unanimously by voice vote. <br />Tenth Item of Business: LPA 11.05 and ZB 11.02: Map Amendments to the Comprehensive Plan Future Land <br />Use Map and to the ®fficial Zoning Map for the Sunshadow properties annexation. <br />Mr. Eric Raasch, Planner I, reviewed the information provided in his memorandum dated May 11, 2011, to <br />the City of Casselberry Local Planning Agency (a copy is on file in the Community Development Department). Mr. <br />Raasch presented a PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Mr. Raasch stated Staff requests a separate motion for each action; LPA 11-05: Future Land Use <br />Amendments and ZB 11-02: Official Zoning Map Amendments, He requested the Local Planning Agency provide a <br />favorable recommendation to the City Commission for the Comprehensive Plan (LPA 11-05) and Zoning (ZB 11-02) <br />amendments for the subject parcels as detailed in the individual ordinances based on the findings of fact and <br />analysis, the staff report dated May 11, 2011 and the following conclusions: <br />1. They are consistent with the City's Comprehensive Plan. <br />2. They are compatible with the surrounding mix of zonings and land uses. <br />3. They will not negatively impact the City's ability to provide services. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />A brief discussion ensued regarding the utilities for Sunshadow Apartments. Ms, Smith explained that the <br />City sells water to Seminole County and Seminole County sells it to Sunshadow. She said the City doesn't directly <br />provide the utilities to Sunshadow Apartments so the City has not received an annexation petition. <br />Mr. Parkhurst asked for a motion to address LPA 11-05. Mr. Aramendia made a motion to provide a <br />favorable recommendation to the City Commission for the Comprehensive Plan (LPA 11-05) based on the staff <br />memo dated May 11, 2011 from Mr. Raasch as presented. Mr, Van Meter seconded the motion. The motion passed <br />unanimously by voice vote. <br />
