Mr. Van Meter seconded the motion, The motion passed <br />unanimously by voice vote. <br />Seventh Item of Easiness: CU 11.05: 2050 State Road 436- Que Phoria. Conditional use request to sell beer <br />and wine in the CG district. <br />Mr. Jason Sorensen, Planning Technician, reviewed the information provided in his memorandum dated <br />May 6, 2011, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community <br />Development Department). Mr. Sorensen presented a PowerPoint presentation (a copy is attached and made a palt <br />of the minutes). <br />Mr, Sorensen said upon review of the conditional use request, the Planning and Zoning Commission's <br />approval of CU 11-05 to allow the on-site consumption of alcoholic beverages as allowed by the 2COP state license, <br />in conjunction with the operation of a bar/lounge located at 2050 State Road 436, would be based on the findings of <br />fact and conclusions of the staff report dated May 6, 2011, and the following conditions: <br />1. The conditional use shall be limited to the location of 2050 State Road 436. <br />2, All sales and consumption of alcoholic beverages shall be on-site and indoors. <br />3. Package sales of alcoholic beverages for off-site consumption are prohibited. <br />4. The hours of alcohol sales shall comply with the hours set forth in Section 10-2 of the City of <br />Casselberry Code. <br />5. The business shall remain incomplete compliance with all City, County and State requirements. <br />6. There shall be no outside display or storage of goods, materials, services or vehicles. <br />7. The conditional use shall commence within 90 days of the approval. <br />8. The conditional use shall expire if the use is discontinued for more than 90 days. <br />9. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />A brief discussion ensued regarding restrictions for outdoor seating and the consumption of alcohol is only <br />allowed indoors. <br />Mr. Parkhurst asked the applicant to come forward, Mr. Raheem Zia, 2050 State Road 436, Winter Park, <br />Florida came forward. A brief discussion ensued regarding the name of the business. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Parkhurst asked for a motion to address CU 11-05. Mr. Aramendia made a motion to approve CU 11-05 <br />Que Phoria conditional use at 2050 State Road 436 based on the staff report dated May 6, 2011 from Mr, Sorensen <br />
