A brief discussion ensued regarding the use of welding equipment and noise concerns. Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. After a brief discussion, Mr. Parkhurst asked for a motion to address SPR 11-05. Mr. Aramendia made a motion to approve SPR 11-05 based on the staff report dated May 11, 2011 from Mr. Raasch to the Planning and Zoning Commission as presented. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. CU 11 ~04 Mr. Raasch said upon review of the conditional use request, the Planning and Zoning Commission's approval of CU 11-04 to allow for a civic and cultural use in a PS zoning district, for the property located at 95 Triplet Lake Drive, would be based on the findings of fact and conclusions of the staff report dated May 11, 2011, and the following conditions: 1, The conditional use shall be limited to the location of 95 Triplet Lake Drive. 2, The use shall remain in complete compliance with all City, County and State requirements. 3. There shall be no outside display or storage of goods, materials, services or vehicles. 4. The conditional use shall commence within 90 days of the approval. 5. The conditional use shall expire if the use is discontinued for more than 90 days, 6. All signage requires additional permit approval and must comply with all City and CRA requirements. 7. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and void. In response to the Commission's question, Mr. Raasch stated that the artists would have a 6 month to one year use agreement with the City.
