He said he could not find any information regarding exempting <br />government entities from payment of permit fees. He suggested that the City inspect the sites to ensure utilities are <br />turned off before demolition and the property should be posted seven days prior to demolition to notify any possible <br />interested parties in the site. <br />A brief discussion ensued regarding the City pursuing "unsafe" buildings and the demolition process. Mr. <br />Parkhurst asked for a motion to address LPA 11-08. Mr. Aramendia made a motion to provide a favorable <br />recommendation to the City Commission for LPA 11-08 Unified Land Development Regulations amendments to <br />Chapter I, Article IV, Building Code to provide criteria for cessation of work/expiration of building permit based on <br />staff memo date May 11, 2011 from Ms. Smith including the revisions made by the Chief Planner, City Attorney and <br />Building Official as presented. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Thirteenth Item of Business: MISC. 1105: Internet Cafe Moratorium. Recommendation to provide a 180 day <br />moratorium for game rooms, arcades, internet cafes, sweepstakes redemption centers and similar indoor <br />entertainment and amusement activities. <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated May 11, <br />2011, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Ms, Smith stated this item is being brought before the Planning and Zoning Commission after the City <br />Commission has taken action on this item at the May 9, 2011 City Commission meeting, Ms. Smith said the Planning <br />and Zoning Commission provided legislation regarding zoning requirements for simulated gambling devices to the <br />City Commission and the City Attorney advised the City Commission to not adopt any legislation at this time due to <br />the efforts being taken by Seminole County and the pending legislation in Tallahassee. Ms. Reischmann <br />recommended the City Commission impose another moratorium. Ms. Smith explained this is the same language that <br />was adopted by the City Commission last year for the moratorium. She said based on the action taken at the City <br />Commission meeting, the City has legislation in progress, <br />Ms. Smith stated that the City Commission approved the first reading and public hearing for the 180 day <br />moratorium at the May 9, 2011 meeting, Ms, Smith requested the Planning and Zoning Commission provide <br />
