The applicant shall grant the City a 15' easement over the existing 12" east-west sanitary sewer that <br />serves areas west of US Highway 17-92. <br />11. Any outstanding comments from the City's Fire Department shall be addressed prior to the issuance of <br />a building permit. <br />12. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site <br />engineering permit to the City's Public Works Department. <br />13. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion <br />of the project or issuance of a Certificate of Occupancy, <br />14. The site plan approval shall be valid for one year upon approval by the Planning and Zoning <br />Commission. An extension request may be submitted prior to the expiration of this approval, <br />15. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />A brief discussion ensued regarding the light poles and lighting requirements for the site, purpose of head to <br />head parking requirement, landscape requirements and the access on Button Road. <br />Mr. Parkhurst asked the applicant to come forward. Mr. Joshua Marinov, Lamm and Company Partners, <br />968 Lake Baldwin Lane, Orlando, Florida came forward. Mr. Marinov said the majority of the students would enter <br />and exit from US Highway 17-92 and the parking on the south side of the site would be used for staff parking, A brief <br />discussion ensued regarding limiting the access from Button Road and prohibiting a left turn exiting the site. <br />A brief discussion ensued regarding the type of engines that would be used on the site and the noise levels <br />generated from the aircraft engines. Mr. Gregory Crawford, MEI Civil, 964 Lake Baldwin Lane, Orlando, Florida <br />came forward to address the screening of the loading area. Mr, Crawford stated the chain link fence is wrapped <br />around the loading area for security purposes. Mr. Crawford said there is a lot of vegetation at the southeast corner <br />of Button Road and Seminola Boulevard which would provide additional screening. Mr. Marinov stated that he could <br />plant the additional landscape required on the site along that frontage area. <br />The Commission expressed a concern with the amount of noise that would be generated from the aircraft <br />engines and suggested adding some type of sound absorbing material around the southeast corner of the taxi area. <br />Mr. Marinov stated that the sound generated from the aircraft engines is no greater than a large diesel semi-truck, <br />leaf blower or lawn tractor. <br />The Commission expressed a concern that additional screening was needed to avoid the visual distraction <br />of the airplanes, In response to the Commission's question regarding the reduced setback on Seminola Boulevard, <br />Mr. Raasch stated that this site has three front street frontages. He said typically you would have a 20' rear setback <br />
