Mr. Raasch presented a PowerPoint Presentation to the Commission (a copy of the presentation is <br />attached and made a part of the minutes), Mr. Raasch said if the Planning and Zoning Commission choose to <br />approve SPR 11-01 for the proposed redevelopment of the former Saturn site located at 2725 South US Highway 17- <br />92, the approval would be based upon the site plan dated March 16, 2011, the findings of fact and conclusions of the <br />staff report dated March 23, 2011, and the following conditions: <br />1. Approval of the following site plan modification requests: <br />® ULDR Section 2-5.4, Table 2-5.4, Size and dimension requirements: The front setback on <br />Seminola Boulevard may be reduced to 19'. <br />® ULDR Section 3-10.2, Appearance of site and structures: Existing light fixtures shall be permitted <br />to remain on the site on the condition that they meet the photometric requirements of the ULDR. <br />® ULDR Section 3-13.4, Requirements for interior areas: Landscape islands separating each set of <br />10 parking spaces on the northeast portion of the site will not be required. <br />® ULDR Section 3-13.4, Requirements for interior areas: 6' landscape strips will not be required in <br />between head-to-head parking spaces on the northeast portion of the site. <br />® ULDR Section 3-15.2, Parking spaces required by use: The amount of required parking for the site <br />may be calculated based on the lesser of the two methodologies, <br />® ULDR Section 3-15.6, Design specifications for parking and loading areas: 35% of the total parking <br />spaces may be 9' x 18'. <br />2. The applicant will submit a revised version of the site plan with the following corrections: <br />® Cover Sheet: Modification request number three will be revised to read "3-13.4" instead of "13-3.4" <br />® Cover Sheet: Modification request number four will be revised to read "3-13.4" instead of "13-3,4" <br />® Cover Sheet: Modification request number two shall be included on the cover sheet <br />® A revised landscape plan that addresses the site's deficiencies shall be submitted for staff review, <br />Site plan approval is conditioned on meeting the requirements of the ULDR. No site work or <br />building permits will be issued prior to staff approval of the revised landscape plan. <br />® The proposed tent structures will be relocated away from the City's gravity sewer line. <br />3. The building plans will be reviewed by the City's contracted Building Official prior to building permit <br />issuance, <br />4. All signage for the site shall conform to the City's Unified Land Development Regulations and the <br />Community Redevelopment District's Urban Design Standards. All proposed signage shall be <br />submitted as a separate building permit. <br />5. All proposed and future equipment, except for limited temporary engine noise as described in condition <br />#6, shall comply with the decibel levels as stated in Chapter III, Article XVII, Section 3-17.4(G) of the <br />Land Development Regulations. <br />6. The running of engines shall be limited to twice per month, in ten-minute increments, The incidence of <br />running these engines shall be twice per month for the entire property, not twice per month for each <br />individual engine. Engines shall not be run between the hours of 7:00 p.m. and 10 a.m. Engines or <br />other noise shall not exceed 100 decibels, measured at the property line, during these incidences, <br />7. All rooftop equipment shall be screened from view. Trash dumpsters and other equipment shall be <br />screened from view and kept in a neat and orderly appearance. <br />8. No outdoor storage of goods, materials, equipment or training supplies shall be permitted; nor shall <br />outdoor displays be permitted. All training must take place on site and indoors, with the exception of <br />limited taxi training as described in Condition #6. <br />9. All outstanding Public Works comments shall be satisfied. No site engineering construction activities <br />shall take place at the site until permits are issued by the City's Public Works Department. <br />
