Planning & Zoning Commissionl <br />Local Planning Agency <br />November 10, 2010 <br />Page 7 <br />After a brief discussion regarding screening requirements, Mr. Parkhurst asked if there was anyone in the <br />audience who wished to speak in favor of, or in opposition to, the request. Mr. John Casselberry, 700 South Lost <br />Lake Lane, Casselberry, Florida came forward. Mr. Casselberry asked if the Police Department reviewed this item. <br />He expressed concerns regarding police officers climbing an 8 foot high fence and also that an 8 foot fence would <br />block the wind from neighboring houses. <br />A lengthy discussion ensued regarding the 8 foot fence height requirement, In response to the <br />Commission's question, Ms. Smith stated that the Board provides a recommendation to the City Commission; <br />however, the City Commission has the final approval for the item. The Board suggested adding that if the parking <br />requirement's change for parking of commercial vehicles, the fence height would revert back to the 6 foot maximum <br />height. <br />In response to the Commission's question, Ms. Smith said that a jurisdictional study was completed <br />regarding parking requirements and there were at least two municipalities within the County that allowed 8 foot high <br />fences. <br />Mr. Parkhurst asked for a motion to address LPA 10-07. Mr. Aramendia made a motion to provide a <br />favorable recommendation to the City Commission for LPA 10-07 as presented. Mr. Aramendia amended his motion to add a condition to the <br />Planning and Zoning's recommendation to the City Commission to state: If the City Code requirement changes for <br />screening of commercial equipment, this item would become null and void and the Code would revert back to a <br />maximum 6 foot fence height.
