All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />After a brief discussion, Mr. Parkhurst asked the applicant to come forward. Mr. John Przeclawski, 3352 <br />Sterling Lane, Orlando, Florida came forward. The Commission expressed a concern with the number of vacant <br />retail sites that currently exist in the City. Mr. Przeclawski stated that Jewelry Plus would be the anchor tenant and it <br />would occupy 3,300 square feet. He said he is working with potential tenants to occupy the remaining tenant space. <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Parkhurst asked for a motion to address SPR 10-15. Mr. Aramendia recommended approval of SPR <br />10-15 Monarch Plaza as presented. Mr. Hale seconded the motion. The motion passed unanimously by voice vote. <br />Mr. Raasch introduced Mr. Jason Sorensen, Planning Technician, to the Planning and Zoning Commission. <br />Fifth Item of Business: CU10.07: Good Fortune Buffet, LLC. Conditional use request to allow the <br />consumption of alcoholic beverages in conjunction with a restaurant operation in a CG zoning district. <br />Property located at 1870 State Road 436, Winter Park Florida. <br />Mr. Jason Sorensen, Planning Technician, reviewed the information provided in his memorandum dated <br />November 10, 2010, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community <br />Development Department). Mr. Sorensen said upon review of the conditional use request, the Planning and Zoning <br />Commission's approval of CU 10-07 to allow the on-site consumption of alcoholic beverages as allowed by the 2COP <br />state license, in conjunction with the operation of a restaurant located at 1870 State Road 436, would be based on <br />the findings of fact and conclusions of the staff report dated November 10, 2010, and the following conditions; <br />1. The conditional use shall be limited to the Good Fortune Buffet restaurant located at 1810 State <br />Road 436. <br />2. All sales and consumption of alcoholic beverages shall be on-site and indoors. <br />3. Package sales of alcoholic beverages for off-site consumption are prohibited. <br />4. Hours of operation shall be are Monday thru. Thursday, 11:00 a.m. - 10:00 p.m.; Friday & Saturday, <br />11:00 a.m. to 11:00 p.m.; and, Sunday, 11:30 a.m. -10:00 p.m. <br />5. The business shall remain incomplete compliance with all City, County and State requirements. <br />6. There shall be no outside display or storage of goods, materials, services or vehicles. <br />7. The conditional use shall commence within 90 days of the approval. <br />8. The conditional use shall expire if the use is discontinued for more than 90 days. <br />9. All signage requires additional permit approval and must comply with all city requirements. <br />10. A notarized letter for the owner authorizing the sale of alcohol on the premises. <br />
