Planning & Zoning Commission/
Local Planning Agency
October 13, 2010
Page 3
design, Mr. Cruz stated that the City would be funding the project and it would be reimbursed by the Florida
Department of Transportation. He said any funds not use on the project are forfeited.
Mr. Meadows arrived at the meeting at 6:55 p.m.
A brief discussion ensued regarding the design of the trail at State Road 436 and Wilshire Boulevard. Mr.
Seck stated that this is a temporary design in that area until the flyover project is completed. In response to the
Commission's question, Mr. Seck stated that the Boardwalk is estimated to cost approximately $200,000 and there is
an option for the contractor to bid an alternate bid to use recycled lumber which could bean additional $100,000. He
said options have been built in the bid to provide enhancements to the project if funds are available.
A discussion ensued regarding the proposed landscaping and the Commission recommended single stem
crape myrtles and they should not be cut. In response to the Commission's question, Mr. Seck stated that signage
would be provided from Wirz Park to Brittany Circle directing to Section 2 of the trail using the sidewalk/right of way.
He said there wasn't sufficient room to physically build the trail along that alignment within the right of way. Parking
and marking of the pavement in that area was discussed. Mr. Seck expressed a concern that designating it as a bike
lane would be conflicting for parking in that area.
The Commission suggested continuing the trail along State Road 436 to Oxford Road. The Commission
suggested using any remaining funds from the project to increase the greenery. Mr. Seck stated due to the location
of power lines it is very difficult to add any substantial greenery. The Commission expressed a concern with the
deficiency in the trees. Mr. Cruz stated that there is a deficiency in this portion of the trail: however, the City wants to
make up for that deficiency by adding trees to Section 2 and potentially Section 3. He said there was a plan to add
more trees to Section 2; however, a grant the City applied for was denied. He said the landscaping is a priority but
with this particular design it is difficult to add additional landscaping with the easement restrictions.
A general discussion ensued regarding adding a traffic signal at Winter Park Drive. Mr. Seck stated that he
reviewed the traffic in that area and it did not warrant a signal; however, enhancements were added to make it safe
