Planning & Zoning Commissionl <br />Local Planning Agency <br />October 13, 2010 <br />Page 2 <br />Mr. Raasch introduced Mr. Luis Cruz, City of Casselberry Parks & Facilities Manager and Mr. Scott Seck, <br />Horizon Engineering, to the Commission. Mr. Raasch stated that they would make a presentation to the Board <br />regarding the history and design of the project. <br />Mr. Cruz and Mr. Seck presented a PowerPoint Presentation to the Planning and Zoning Commission <br />providing an overview of the project (a copy is attached and made a part of the minutes). <br />Mr. Raasch continued to review the information provided in his memorandum to the Planning and Zoning <br />Commission. He said if the Planning and Zoning Commission approves SPR 10-05 for the proposed Wirz Park Trail <br />- Section 1, the approval would be based upon the site plan dated August 5, 2010, the findings of fact and <br />conclusions of the staff report dated October 1, 2010 and the following conditions: <br />1. An easement agreement that specifically references the trail shall be executed by Progress Energy and <br />the City of Casselberry prior to construction. <br />2, An easement agreement that specifically references the trail shall be executed by Metro Life Church <br />and the City of Casselberry prior to construction. <br />3. Separate approval from Seminole County is required for the portion of the trail that is outside the City <br />limits. <br />4, All signage for the site shall conform to the City's Unified Land Development Regulations. All proposed <br />signage shall be submitted as a separate building permit. <br />5. All associated hardscape structures shall conform to the City's Unified Land Development Regulations. <br />Building permits are required for all hardscape structures. <br />6. The applicant shall provide a tree removal plan prior to the issuance of any building permit associated <br />with this project. The applicant shall coordinate with Community Development staff to ensure that <br />replacement trees are provided for the trees removed for this project. <br />7. Community Development staff shall perform and approve a landscape inspection prior to completion of <br />the Section 1 project. Any materials which do not meet the requirements of the ULDR's shall be <br />replaced prior to inspection approval. <br />8. No site engineering construction activities shall take place at the site until permits are issued by the <br />City's Public Works Department. <br />9. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site <br />engineering permit to the City's Public Works Department. <br />10. The site plan approval shall be valid for one year upon approval. An extension request may be <br />submitted prior to the expiration of this approval. <br />11. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />The Commission questioned whether this project would require review by the City Commission. Mr. Raasch <br />stated that he would speak to the Chief Planner regarding this issue. A general discussion ensued regarding <br />changes made to the proposed location of the trail, the funding of the project and the use of any funds remaining <br />when the project is completed. Mr. Cruz stated that $1 million was allocated for construction and $250,000 for <br />
