Second Reading of Ordinance 09-1266 - Voluntary Annexation of 309 Concord <br />Drive <br /> <br />The City Clerk read Ordinance 09-1266 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND <br />INCLUDING WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, <br />FLORIDA, CERTAIN LANDS LOCATED IN SECTION 08, TOWNSHIP 21, RANGE 30; <br />REDEFINING THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, <br />FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND DEVELOPMENT <br />REGULATIONS; PROVIDING THAT CERTAIN COUNTY LICENSEES FOLLOWING <br />THEIR BUSINESS, TRADE OR PROFESSION WITHIN THE LANDS TO BE <br />ANNEXED MAY CONTINUE TO FOLLOW SUCH BUSINESS, TRADE OR <br />PROFESSION THROUGHOUT THE ENTIRE CORPORATE LIMITS WITHOUT THE <br />NECESSITY OF FURTHER QUALIFICATION THEREFORE; PROVIDING THAT <br />EFFECTIVE IN ACCORDANCE WITH LAW THE AREA TO BE ANNEXED SHALL <br />BE ASSESSED FORP A YMENT OF MUNICIPAL AD V ALOREMTAXES; DIRECTING <br />THE CITY CLERK TO FILE CERTIFIED COPIES OF THE ORDINANCE WITH THE <br />CLERK OF COURT AND THE SECRETARY OF STATE OF THE STATE OF <br />FLORIDA; AND PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE. <br /> <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 09-1266 was published in <br />the Orlando Sentinel on January 25, 2009 and February I, 2009. <br /> <br />Staff Presentation: Mr. Gerald Paradise, Community Development Director, stated Ordinance 09-1266 <br />provides for annexation of a parcel of land and residential structure located at 309 Concord Drive, east of <br />Anchor Road. The lands to be annexed consist of approximately .16 acres which are adj acent and contiguous <br />to the City limits, will not create an enclave, is reasonably compact, is in an urban area as defined in the <br />criteria and meets the statutory requirements for annexation, as established in Chapter 171, Florida Statutes. <br />The subject property has a Seminole County future land use designation of Low Density Residential and a <br />R-l (Single Family) zoning designation. The City Commission approved Ordinance 06-1266 on first reading <br />on January 12,2009. <br /> <br />Budget Impact: The subject property is valued at $74,310 and currently provides $336 in County property <br />taxes. The subject property will provide $363 in City property taxes and an estimated $1,027 total fiscal <br />impact as currently developed. <br />
