Vice Mayor Hufford, Commissioner Solomon, Commissioner Miller and <br />Mayor Glancy spoke in support of the study. <br /> <br />Motion carried 4 - 1 (Commissioner Doerner dissenting) by voice vote. <br /> <br />9. First Reading of Ordinance 09-13 06 - ULD R Amendment to Section 3 -10.9, Parking <br />Residential Districts (ZB 09-07) <br /> <br />The City Clerk read Ordinance 09-1306 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING PART III, <br />ARTICLE X, SECTION 3-10.(1) OF THE CASSELBERRY CODE OF ORDINANCES ENTITLED <br />"PARKING OF VEHICLES AND EQUIPMENT"; PROVIDING ADDITIONAL PARKING <br />LOCATIONS FOR VEHICLES WITH ATTACHMENTS AND ACCESSORIES AND PROVIDING <br />ADDITIONAL CRITERIA FOR EMERGENCY VEHICLE PARKING IN RESIDENTIAL <br />DISTRICTS; AMENDING THE HEIGHT OF A SCREENING FENCE IN SECTION 3-10.9(2) <br />"RECREATIONAL EQUIPMENT"; AMENDING FENCE HEIGHT REQUIREMENTS IN <br />ARTICLE VII, "GENERAL REGULATIONS", SECTION 2-7.9, "ACCESSORY STRUCTURES," <br />AND SECTION 2-7.10, "FENCES AND WALLS"; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVREABILITY AND AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Ms. Sandra Smith, Chief Planner stated Ordinance 09-1306 provides for amendments to <br />the Unified Land Development Regulations Section 3-10.9(1), Parking of large vehicles and equipment, <br />primarily regarding vehicles with attachments and accessories. This ordinance also amends various sections <br />within the ULDR to allow eight (8) foot high fences and walls throughout the residential districts within the <br />City. Ms. Smith gave a presentation based on the memorandum provided with the agenda materials for this <br />ordinance. A copy of said memorandum is attached to and made a part of these minutes. <br /> <br />It was noted that the Planning and Zoning Commission made additional recommendations that were not <br />included in the ordinance.
