Martin as Community Development Director with an annual salary of $92,000. <br /> <br />Budget Impact: There is no impact to the City Budget. <br /> <br />Recommendation: The City Manager requested ratification of the appointment of Donald S. Martin as <br />Community Development Director effective October 26,2009. <br /> <br />MOTION: Commissioner Miller moved to approve the Consent Agenda as presented. <br />Motion was seconded by Commissioner Solomon. <br /> <br />DISCUSSION: Commissioner Doerner requested that item E, Resolution 09-2091, be <br />removed from the Consent Agenda for discussion and separate discussion. <br /> <br />AMENDED MOTION: <br /> <br />Commissioner Miller moved to approve the Consent Agenda as <br />amended by removing item (E) Resolution 09-2091 for separate <br />discussion and consideration. Motion was seconded by Vice Mayor <br />Hufford. Motion carried unanimously by voice vote 5 - O. <br /> <br />The City Manager introduced Mr. Don Martin, Community Development Director, to the City Commission <br />and the audience. <br /> <br />E. Resolution 09-2091 - East Central Florida Regional Planning Council Scope of <br />Work for the SR 436 Utilization Study <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE SCOPE <br />OF WORK BY THE EAST CENTRAL FLORIDA REGIONAL PLANNING COUNCIL FOR <br />PLANNING SERVICES TO PROVIDE A UTILIZATION STUDY INCLUDING DATA, ANALYSIS <br />AND RECOMMENDATIONS FOR THE STATE ROAD 436 CORRIDOR BASED ON EXISTING <br />AND ANTICIPATED CONDITIONS WITHIN THE CORRIDOR; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Introduction: Mr. Gerald Paradise, Community Development Director, stated Resolution 09-2091 provides <br />for the East Central Florida Regional Planning Council to provide a utilization study including data, analysis <br />and recommendations for the State Road 436 corridor based on existing and anticipated conditions within the <br />corridor. This information can then be utilized to develop strategies for property aggregation, possible joint <br />stormwater opportunities, and proper locations for the City's various commercial and mixed use zoning <br />designations along the corridor. <br /> <br />Budget Impact: The consultant's cost for the study is $19,000. Funds are available and will be provided <br />from the Planning Division Consultant Services Account #001-0210-515.31-00. <br /> <br />Audience Participation: The following individual requested to address Resolution 09-2091: <br />
