<br />CASSELBERRY CITY COMMISSION <br />Minutes of October 26, 2009 - Regular Meeting <br />Page 10 of 14 <br /> <br />environment, staff anticipates resistance from celiain property owners if the program is implemented. <br /> <br />Budget Impact: The Code Enforcement Division has estimated that 4,000 of all single family homes within <br />the City including mobile/manufactured homes, and condominium/multi-family dwellings are not homesteaded <br />properties. There also could be additional units that are homesteaded but are actually used as rental units. The <br />financial impact of approximately $22,000 gross revenue is possible based on the fee being applicable to 1,000 <br />residential units. If there are significantly more than 1,000 residential units, new revenue generated could be <br />even higher in addition to business taxes on commercial properties that are not currently charged. <br /> <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 09-2088. <br /> <br />Audience Participation: The following individuals came forward to address Resolution 09-2088: <br /> <br />1) Mr. Fred Allen, President of Central Florida Realty Investors Association, 55 Skyline Drive, Lake Mary, <br />spoke in opposition to Resolution 09-2088 on behalf of his organization. <br /> <br />2) Ms. Karen McRainey, 239 Tallwood Drive, spoke in opposition to Resolution 09-2088. <br /> <br />3) Mr. James Fraleigh, 1290 Seminola Boulevard, spoke in opposition to Resolution 09-2088. <br /> <br />4) Ms. Frankie Elliott, Vice President of Governmental Affairs, Orlando Regional Realtor Association, spoke <br />in opposition to Resolution 09-2088. <br /> <br />5) Mr. John Casselberry, 700 South Lost Lake Lane, spoke in opposition to Resolution 09-2088. <br /> <br />MOTION: <br /> <br />Commissioner Miller moved to deny Resolntion 09-2088. Motion was seconded <br />by Commissioner Doerner. <br /> <br />DISCUSSION: Commissioner Miller voiced concerns regarding the perception that this Resolution <br />was a revenue generator for the City. Mayor Glancy stated she suppOlied the motion <br />and felt that the foreclosure registration program will address the needs of the City. <br />Commissioner Doerner stated the rental propeliy issues were related to code <br />enforcement and she did not feel the implementation of this business tax was <br />necessary. Commissioner Solomon stated she suppOlied Resolution 09-2088. <br /> <br />Motion carried 4 - 1 (Commissioner Solomon dissenting) by voice vote. This <br />Resolution was denied. <br /> <br />12. OTHER ITEMS <br /> <br />A. Request for Reduction of Code Enforcement Lien Placed on 402 Gregory Drive - <br />CE-08-03399 <br /> <br />Staff Presentation: Police Chief Jim Ruf stated the Code Enforcement Board has recommended that the lien <br />placed on 402 Gregory Drive be reduced from $2,450.00 to $100.00 to be paid within 180 days.
