Second Reading of Ordinance 10-1315 -Annual Capital Improvement Schedule <br />2009/10 - 2013/14 (LPA 09-08~ <br />The City Clerk read Ordinance 10-1315 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CAPITAL <br />IMPROVEMENT ELEMENT OF THE COMPREHENSIVE PLAN TO INCORPORATE THE FIVE <br />YEAR CAPITAL IMROVEMENT SCHEDULE FOR 2009/10 THROUGH 2013/14; PROVIDING <br />FOR TRANSMITTAL TO THE STATE LAND PLANNING AGENCY; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND AN EFFECTNE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 10-1312 was published in the <br />Orlando Sentinel on March ll, 2010. <br />Staff Presentation: Ms. Sandra Smith, Chief Planner, stated Ordinance 10-1315 provides for the City's Five <br />5 Yeal• Capital Improvement Schedule to meet the Growth Management Plan requirement for cities and <br />counties to submit an annual Capital Improvement Schedule to the Department of Community Affairs (DCA). <br />The Planning and Zoning Commission recommended denial of this ordinance (4-2) to the City Commission at <br />its January 27, 2010 meeting. The City Commission approved Ordinance 10-1315 on first readulg on February <br />22, 2010. <br />Budget Impact: This item does not impact the City's Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 10-1315 on second and final reading. <br />Public Hearing: A sign-in sheet was provided for anyone wishing to receive information updates regarding <br />the DCA review. No one came forward to address Ordinance 10-1315. Mayor Glancy closed the public <br />hearing relative to Ordinance 10-1315. <br />MOTION: Commissioner Hufford moved to approve Ordinance 10-1315 on second and <br />final reading, as presented. Motion was seconded by Commissioner Miller. <br />Motion carried unanimously by voice vote 5 - 0. <br />
