Second Reading of Ordinance 10-1333 -Amendments to City Code Chapter 86, <br />Utilities, Article VI, Water Conservation and Landscapi~ Irri ag tion <br />The City Attorney read Ordinance 10-1333 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTIONS 56-340 <br />OF THE CITY CODE OF ORDINANCES; PROVIDING FOR LOCAL IlVIPLEMENATION OF THE <br />WATER CONSERVATION RULE FOR LANDSCAPE IRRIGATION OF THE ST. JOHNS RIVER <br />WATER MANAGEMENT DISTRICT; PROVIDING DEFINITIONS; PROVIDING LANDSCAPE <br />HRRIGATION SCHEDULES; PROVIDING EXCEPTIONS TO THE LANDSCAPE IItRIGATION <br />SCHEDULES; PROVIDING FOR VARIANCES FROM THE SPECIFIC DAY OF THE WEEK <br />LIMITATIONS; PROVIDING FOR APPLICABILITY OF THE ORDINANCE; PROVIDING FOR <br />ENFORCEMENT OF THE ORDINANCE; PROVIDING FOR PENALTIES FOR VIOLATION OF <br />THE ORDINANCE; PROVIDING FOR CODH+ICATION; PROVIDING FOR REPEAL OF ALL <br />CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY AND PROVIDING AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 10-1333 was published in the <br />Orlando Sentinel on July 29, 2010. <br />Staff Presentation: Mr. Mark Gisclar, Assistant Public Works Director, stated Ordinance 10-1333 provides <br />for amendments to rules and regulations for water conservation in response to regulation changes set forth by <br />the St. Johns River Water Management District. The City Commission approved Ordinance 10-1333 on first <br />reading on July 12, 2010. <br />Budget Impact: This item does not impact the City's Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval and adoption of <br />Ordinance 10-1333. <br />Public Hearing: The following individuals came forward to address Ordinance 10-1333: <br />1) Ml•. Craig Tull, 420 Ranch Trail, voiced concerns regarding St. Johns River Water Management <br />District imposing restrictions over use of reclaimed water. <br />2) John Casselberry, 700 South Lost Lake Lane, inquired if Ordinance 10-1333 regulates the use ofwater <br />by air conditioning systems. <br />No one else came foI•ward. Mayor Glancy closed the public hearing relative to Ordinance 10-1333. <br />MOTION: Vice Mayor Solomon moved to approve Ordinance 10-1333 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5 - 0. <br />
