"BUILDING SEWER OR LATERAL." The extension from the building drain to the <br />public sewer or other place of disposal. <br />"CERTIFIED LABORATORY." A laboratory certified by the Department of Health <br />and Rehabilitative Services for environmental laboratories and has a generic <br />quality assurance plan approved by FDER. <br />"CITY." The duly elected or appointed officials of the City of Casselberry <br />or their authorized deputy, agent, or representative. <br />"CITY COUNCIL" or "COUNCIL." The City Council of the City of Casselberry, <br />Florida. <br />"COOLING WATER." The water discharged from any use such as air <br />conditioning, cooling or refrigeration, or to which the only pollutant added is <br />heat. <br />"COMBINED SEWER." A sewer receiving both wastewater and land or <br />surface-storm runoff. <br />"COMMERCIAL." Classical commercial properties and establishments served <br />by the district's wastewater system. <br />"COMMERCIAL USER." Any person owning an establishment offering lodging, <br />selling goods (either retail or wholesale), or offering services for sale. <br />"COMPATIBLE POLLUTANT." Oxygen demanding material, suspended solids, pH <br />and fecal coliform bacteria, plus additional pollutants identified in the NPDES <br />or State Department of Environmental Regulations permits, if the sewage <br />disposal system was designed to treat those pollutants, and, in fact, does <br />remove such pollutants to a substantial degree. <br />"CUSTOMER." The actual user of the sewer. <br />"DIRECT DISCHARGE." The discharge of treated or untreated wastewater <br />directly to any surface or underground waters. <br />"DIRECTOR." The Director of the sewage works or pollution control systems <br />of the city, or his authorized deputy, agent, or representative. All authority <br />and action performed by the Director hereunder shall be performed subject to <br />the consent of the Mayor or the Council. <br />"DISTRICT." The entire sanitary wastewater collection service area served <br />by the system owned and operated by the city both inside and outside the <br />corporate limits of the city. <br />"DOMESTIC USER." All persons owning residential dwellings which discharge <br />primarily domestic wastes or wastes from sanitary conveniences. <br />4 <br />
