"DOMESTIC WASTEWATER." The wastes produced from non-commercial or <br />non-industrial activities, and which result from normal human living processes, <br />which are of substantially similar origin and strength to those typically <br />produced in households. <br />"ENVIRONMENTAL PROTECTION AGENCY" or "EPA." The U.S. Environmental <br />Protection Agency, or where appropriate, the term may also be used as a <br />designation for the Administrator or other duly authorized official of said <br />agency. <br />"GARBAGE." Solid waste from the domestic and commercial preparation, <br />cooking and dispensing of food and from the handling, storage and sale of <br />produce. <br />"GOVERNMENTAL USER." Any user who represents some function of local, <br />regional, state, or federal government, and who discharges primarily segregated <br />domestic waste or waste from sanitary conveniences. <br />"GRAB SAMPLE." A sample which is taken from a waste stream on a one-time <br />basis with no regard to the flow in the waste stream and without consideration <br />of time. <br />"INCOMPATIBLE POLLUTANT." Any pollutant that is not defined as a <br />compatible pollutant, including nonbiodegradable dissolved solids. <br />"INDIRECT DISCHARGE." The discharge or the introduction of non-domestic <br />pollutants from any source regulated under Section 307(6) or (c) of the Act (33 <br />U.S.C. 1317), into the publicly owned treatment works (including holding tank <br />waste discharged into the system). <br />"INDUSTRIAL USER." Any user of the publicly owned treatment works <br />identified in the "Standard Industrial Classification Manual," 1972, Office of <br />the Management and Budget, United States Government, as amended and <br />supplemented, under the following divisions: (A), (B), (D), (E), or (I). A <br />user in the divisions listed above may be placed in the commercial user class <br />if it is determined that it will introduce primarily segregated domestic <br />wastes, or has less flow than required under the industrial classification. <br />"INDUSTRIAL WASTES." Any solids, liquid, or gaseous waste resulting from <br />any process, or the excess energy of industry, manufacturing, trade, or <br />business, or from the development, processing, or recovery, except for <br />agricultural crop raising, of any natural resource as distinct from industrial <br />employees' domestic wastes or wastes from sanitary conveniences (i.e., domestic <br />sewage as defined in this section). <br />"INDUSTRIAL WASTEWATER DISCHARGE PERMIT." A permit issued to an industrial <br />user by the City which authorizes the discharge of industrial wastewater to the <br />public sewerage system. This Permit may set certain conditions and/or <br />restrictions to this discharge. <br />5 <br />
